一、学习宣传贯彻习近平总书记关于安全生(sheng)产重(zhong)要论(lun)述专题
(一)制作“生命重于泰山——学习习近平总书记关于安全生产重要论述”电视专题片。专(zhuan)题片(pian)以专(zhuan)家解读、系列(lie)访(fang)谈和(he)案例分析等(deng)(deng)方式,全面阐(chan)述(shu)习近(jin)平总书记关于安(an)全生(sheng)产重要(yao)论(lun)述(shu),系统解读安(an)全发(fa)展、严(yan)守(shou)底线(xian)、强(qiang)化责(ze)任、依法治理(li)、改革创新、夯实(shi)(shi)基(ji)础、严(yan)抓落实(shi)(shi)等(deng)(deng)重要(yao)内容,体现政(zheng)治性思(si)想性指导性,增强(qiang)吸引力(li)(li)感(gan)染力(li)(li)影响力(li)(li)。专(zhuan)题片(pian)制作完(wan)成并报审后(hou),发(fa)各(ge)地区、各(ge)有关部(bu)门和(he)单位(wei)组织集中观看学(xue)习。中央宣传(chuan)部(bu)、国家广播电视总局安(an)排中央电视台和(he)地方电视台播出专(zhuan)题片(pian)公开(kai)版。
(二)集(ji)中开展(zhan)学习(xi)教(jiao)育。各(ge)级(ji)党委(党组)理(li)论(lun)学(xue)(xue)(xue)习(xi)(xi)(xi)中心组安排(pai)专题学(xue)(xue)(xue)习(xi)(xi)(xi),加(jia)深对习(xi)(xi)(xi)近(jin)平(ping)总(zong)书记(ji)关(guan)于安全(quan)生产重(zhong)要论(lun)述的理(li)解,结合本地区(qu)(qu)本行业实际(ji)研(yan)究贯(guan)彻(che)落实措施。各(ge)地区(qu)(qu)、各(ge)有关(guan)部(bu)门和单位分(fen)级(ji)分(fen)批组织(zhi)安全(quan)监管干部(bu)和企业负责人(ren)、安全(quan)管理(li)人(ren)员(yuan)开展(zhan)轮训,把(ba)学(xue)(xue)(xue)习(xi)(xi)(xi)贯(guan)彻(che)习(xi)(xi)(xi)近(jin)平(ping)总(zong)书记(ji)重(zhong)要论(lun)述作(zuo)为重(zhong)要内(nei)容(rong),推进(jin)学(xue)(xue)(xue)习(xi)(xi)(xi)教(jiao)育全(quan)覆盖。要善于抓住典型案例(li)深入剖析,用鲜活事(shi)例(li)启发思考,通(tong)过(guo)领导干部(bu)带(dai)头讲、专家学(xue)(xue)(xue)者(zhe)深入讲、一线工作(zuo)者(zhe)互(hu)动(dong)讲,推动(dong)学(xue)(xue)(xue)习(xi)(xi)(xi)贯(guan)彻(che)习(xi)(xi)(xi)近(jin)平(ping)总(zong)书记(ji)重(zhong)要论(lun)述走(zou)深走(zou)实。
(三)深入系统宣(xuan)传(chuan)贯彻。各级(ji)党委(wei)(wei)将宣(xuan)(xuan)传(chuan)(chuan)贯(guan)彻(che)习近(jin)平(ping)(ping)总书(shu)记(ji)关于安全(quan)生(sheng)产重(zhong)(zhong)(zhong)要论(lun)述纳入党委(wei)(wei)宣(xuan)(xuan)传(chuan)(chuan)工作重(zhong)(zhong)(zhong)点,精心制定(ding)宣(xuan)(xuan)传(chuan)(chuan)方案,部(bu)署开展经常性、系统(tong)性宣(xuan)(xuan)传(chuan)(chuan)贯(guan)彻(che)和(he)主(zhu)题宣(xuan)(xuan)讲活(huo)动,形成集(ji)中宣(xuan)(xuan)传(chuan)(chuan)声势。中央和(he)地方、行业主(zhu)要媒体在报、网、端、微等平(ping)(ping)台开设专(zhuan)题专(zhuan)栏,推(tui)出(chu)重(zhong)(zhong)(zhong)点报道、学习文章、访谈评论(lun)等,深入宣(xuan)(xuan)传(chuan)(chuan)习近(jin)平(ping)(ping)总书(shu)记(ji)关于安全(quan)生(sheng)产重(zhong)(zhong)(zhong)要论(lun)述。各级(ji)安委(wei)(wei)会办(ban)公室结(jie)合组织“安(an)(an)(an)(an)全(quan)(quan)(quan)生(sheng)产月”活动(dong),建设灾(zai)害事(shi)故(gu)科普宣传(chuan)(chuan)教(jiao)育、安(an)(an)(an)(an)全(quan)(quan)(quan)法治宣传(chuan)(chuan)和(he)安(an)(an)(an)(an)全(quan)(quan)(quan)体验基地,在有条(tiao)件的社区公园、广场、乡村(cun)服务场所等(deng)设置专题展板等(deng),以(yi)多种方式(shi)开(kai)展习近平总书记重要论述宣讲工作,积极推进(jin)(jin)安(an)(an)(an)(an)全(quan)(quan)(quan)宣传(chuan)(chuan)进(jin)(jin)企业(ye)、进(jin)(jin)农村(cun)、进(jin)(jin)社区、进(jin)(jin)学校、进(jin)(jin)家庭。要结(jie)合(he)曝光安(an)(an)(an)(an)全(quan)(quan)(quan)生(sheng)产典型(xing)问题,强化警示教(jiao)育,增强公众安(an)(an)(an)(an)全(quan)(quan)(quan)意识,营造安(an)(an)(an)(an)全(quan)(quan)(quan)生(sheng)产必(bi)须警钟长鸣、常(chang)抓不(bu)懈、丝毫(hao)放松不(bu)得的社会氛围。
(四)健全落实安全生产责任制。地(di)方(fang)各(ge)级党委和政府要(yao)(yao)(yao)认(ren)真落实(shi)(shi)(shi)《地(di)方(fang)党政领导干(gan)部安(an)全(quan)(quan)(quan)(quan)生(sheng)(sheng)产(chan)(chan)责(ze)任(ren)制(zhi)规定(ding)》,始终把(ba)安(an)全(quan)(quan)(quan)(quan)生(sheng)(sheng)产(chan)(chan)摆在(zai)重要(yao)(yao)(yao)位(wei)置,健全(quan)(quan)(quan)(quan)定(ding)期研究解(jie)决安(an)全(quan)(quan)(quan)(quan)生(sheng)(sheng)产(chan)(chan)重大问题的会(hui)(hui)议制(zhi)度,加强(qiang)源(yuan)头治理(li)、系统(tong)治理(li)、精准治理(li)、综(zong)合治理(li),实(shi)(shi)(shi)现安(an)全(quan)(quan)(quan)(quan)生(sheng)(sheng)产(chan)(chan)与(yu)经(jing)(jing)济社会(hui)(hui)协调发展(zhan)。各(ge)有关部门要(yao)(yao)(yao)把(ba)安(an)全(quan)(quan)(quan)(quan)生(sheng)(sheng)产(chan)(chan)工(gong)作(zuo)(zuo)作(zuo)(zuo)为本行(xing)业领域管理(li)的重要(yao)(yao)(yao)内容,依(yi)法依(yi)规履(lv)行(xing)安(an)全(quan)(quan)(quan)(quan)监管责(ze)任(ren),指导帮助生(sheng)(sheng)产(chan)(chan)经(jing)(jing)营单位(wei)加强(qiang)安(an)全(quan)(quan)(quan)(quan)管理(li),切实(shi)(shi)(shi)消(xiao)除盲区漏洞。各(ge)级安(an)委会(hui)(hui)要(yao)(yao)(yao)制(zhi)定(ding)成(cheng)员(yuan)单位(wei)安(an)全(quan)(quan)(quan)(quan)生(sheng)(sheng)产(chan)(chan)工(gong)作(zuo)(zuo)责(ze)任(ren)考(kao)核办(ban)法,督促(cu)改进(jin)作(zuo)(zuo)风狠抓(zhua)落实(shi)(shi)(shi)。建(jian)立健全(quan)(quan)(quan)(quan)企(qi)业全(quan)(quan)(quan)(quan)过程安(an)全(quan)(quan)(quan)(quan)生(sheng)(sheng)产(chan)(chan)管理(li)制(zhi)度,完善落实(shi)(shi)(shi)安(an)全(quan)(quan)(quan)(quan)诚信、安(an)全(quan)(quan)(quan)(quan)承诺、专家服务、举报奖(jiang)励和舆(yu)论监督等措施,督促(cu)企(qi)业法定(ding)代(dai)表人(ren)和实(shi)(shi)(shi)际控制(zhi)人(ren)在(zai)岗(gang)在(zai)位(wei)履(lv)行(xing)第一(yi)责(ze)任(ren)人(ren)责(ze)任(ren),确保安(an)全(quan)(quan)(quan)(quan)生(sheng)(sheng)产(chan)(chan)。
(五)有效防范(fan)安全风险。围(wei)绕建立公共安全隐患排查和(he)安全预防控制体系,坚持从源(yuan)头上加强治理,建立安全风险评估(gu)制度,对(dui)城乡规划、产业(ye)发展规划、重大工程项目实施重大安全风险“一票否决”,修订(ding)完(wan)善安(an)(an)(an)全(quan)(quan)(quan)设防(fang)标准(zhun)。坚(jian)持创新方式加强(qiang)监管(guan),综(zong)合(he)(he)运用(yong)信息化(hua)(hua)、大数据(ju)等(deng)现代(dai)化(hua)(hua)手段和(he)(he)“四(si)不两直”明查暗访等(deng)传统手段,分(fen)(fen)行(xing)(xing)业(ye)分(fen)(fen)领域(yu)(yu)全(quan)(quan)(quan)面(mian)排(pai)查整治安(an)(an)(an)全(quan)(quan)(quan)隐(yin)患,突出危(wei)险(xian)化(hua)(hua)学品、煤(mei)(mei)矿与(yu)非煤(mei)(mei)矿山、建筑施(shi)工、道(dao)路交通、消(xiao)防(fang)等(deng)重点行(xing)(xing)业(ye)领域(yu)(yu)开(kai)展专项整治,标本兼治消(xiao)除事故隐(yin)患。要(yao)特别重视加强(qiang)化(hua)(hua)工、桥梁(liang)、隧(sui)道(dao)、电(dian)力(li)、油气、水利、核电(dian)等(deng)重大工程和(he)(he)设施(shi)安(an)(an)(an)全(quan)(quan)(quan)风险(xian)防(fang)控(kong),强(qiang)化(hua)(hua)规(gui)划设计、建设施(shi)工、运营管(guan)理等(deng)各个环节的(de)(de)安(an)(an)(an)全(quan)(quan)(quan)责任措施(shi)落(luo)实(shi),确保(bao)万无一失(shi)。坚(jian)持深化(hua)(hua)改革健(jian)全(quan)(quan)(quan)制(zhi)(zhi)度,结(jie)合(he)(he)深入贯彻落(luo)实(shi)《中(zhong)共中(zhong)央国务院关于推(tui)进安(an)(an)(an)全(quan)(quan)(quan)生(sheng)产(chan)领域(yu)(yu)改革发展的(de)(de)意见》,深化(hua)(hua)矿山安(an)(an)(an)全(quan)(quan)(quan)监察、危(wei)险(xian)化(hua)(hua)学品安(an)(an)(an)全(quan)(quan)(quan)监管(guan)和(he)(he)安(an)(an)(an)全(quan)(quan)(quan)生(sheng)产(chan)执法(fa)体制(zhi)(zhi)改革,推(tui)进国家和(he)(he)地方安(an)(an)(an)全(quan)(quan)(quan)生(sheng)产(chan)立(li)法(fa)工作,筑牢(lao)防(fang)控(kong)安(an)(an)(an)全(quan)(quan)(quan)风险(xian)的(de)(de)制(zhi)(zhi)度防(fang)线。
(六(liu))加强(qiang)安全监管干部(bu)队伍建设(she)。地(di)方各(ge)级(ji)党(dang)委和政(zheng)府(fu)要统筹加强安全(quan)监管(guan)力量建设,向基层倾斜招录政(zheng)策,加大相关保障力度,重(zhong)点充实市、县两级(ji)安全(quan)监管(guan)执(zhi)法(fa)人(ren)员,到2022年底具有安全生产相关专业学历和实践经验的执法人员不低于在职人员的75%。应急(ji)管(guan)理部门要加(jia)(jia)强安(an)全(quan)(quan)监管(guan)队伍专(zhuan)业能力建设(she)(she),出台(tai)安(an)全(quan)(quan)生产行政(zheng)执(zhi)法(fa)(fa)队伍建设(she)(she)规划和标准导则(ze),全(quan)(quan)面推进行政(zheng)执(zhi)法(fa)(fa)公示、执(zhi)法(fa)(fa)全(quan)(quan)过程记录、重(zhong)大执(zhi)法(fa)(fa)决定法(fa)(fa)制(zhi)审核等制(zhi)度,分级分类精准执(zhi)法(fa)(fa)。要加(jia)(jia)强安(an)全(quan)(quan)监管(guan)人(ren)才培养,组(zu)织开展大培训,通过公务员聘任制(zhi)方式引进急(ji)需紧缺专(zhuan)业人(ren)才,联合(he)教(jiao)育(yu)部门加(jia)(jia)快安(an)全(quan)(quan)生产学科建设(she)(she),提高(gao)干部队伍整(zheng)体素质。
二、落实企(qi)业安全生产主体责任专(zhuan)题
(一)全(quan)面落实企业安全(quan)生产(chan)责任体系。
1.建(jian)全(quan)(quan)(quan)安(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)(sheng)产责(ze)(ze)任制(zhi)。企(qi)业(ye)要建(jian)立健(jian)全(quan)(quan)(quan)从主要负责(ze)(ze)人(ren)(ren)到一线岗位(wei)(wei)员工覆(fu)盖所有管理(li)和操作岗位(wei)(wei)的(de)安(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)(sheng)产责(ze)(ze)任制(zhi),明确(que)企(qi)业(ye)所有人(ren)(ren)员承担的(de)安(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)(sheng)产责(ze)(ze)任。加强安(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)(sheng)产法治教育,提高全(quan)(quan)(quan)员守法自觉性,建(jian)立自我(wo)约(yue)束、持续改进的(de)安(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)(sheng)产内生(sheng)(sheng)(sheng)机制(zhi),建(jian)立企(qi)业(ye)内部安(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)(sheng)产监督考核机制(zhi),推动各个岗位(wei)(wei)安(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)(sheng)产责(ze)(ze)任落实到位(wei)(wei)。
2.落实企业(ye)主要(yao)(yao)负(fu)责(ze)人(ren)责(ze)任(ren)。企业(ye)法定代表人(ren)、实际控制人(ren)等(deng)主要(yao)(yao)负(fu)责(ze)人(ren)要(yao)(yao)强化落实第(di)一责(ze)任(ren)人(ren)法定责(ze)任(ren),牢(lao)固树立安(an)(an)(an)(an)全(quan)(quan)发展(zhan)理(li)念,带头执行安(an)(an)(an)(an)全(quan)(quan)生产法律法规(gui)(gui)和规(gui)(gui)章标准,加强全(quan)(quan)员(yuan)、全(quan)(quan)过程(cheng)、全(quan)(quan)方位安(an)(an)(an)(an)全(quan)(quan)生产管理(li),做(zuo)到(dao)安(an)(an)(an)(an)全(quan)(quan)责(ze)任(ren)、安(an)(an)(an)(an)全(quan)(quan)管理(li)、安(an)(an)(an)(an)全(quan)(quan)投入、安(an)(an)(an)(an)全(quan)(quan)培训、应(ying)急(ji)救援(yuan)“五到(dao)位”。在安(an)(an)(an)(an)全(quan)(quan)生产关键(jian)时间节点要(yao)(yao)在岗在位、盯(ding)守(shou)现场(chang),确保(bao)安(an)(an)(an)(an)全(quan)(quan)。
3.落(luo)(luo)实全(quan)(quan)员安(an)全(quan)(quan)生(sheng)(sheng)产(chan)(chan)(chan)责(ze)任。强化内部各(ge)部门(men)安(an)全(quan)(quan)生(sheng)(sheng)产(chan)(chan)(chan)职责(ze),落(luo)(luo)实一(yi)岗(gang)双责(ze)制(zhi)度(du)。重(zhong)点行业领域企(qi)业要严(yan)格落(luo)(luo)实以(yi)师(shi)带(dai)徒(tu)制(zhi)度(du),确保新招员工(gong)安(an)全(quan)(quan)作业。企(qi)业安(an)全(quan)(quan)管理人员、重(zhong)点岗(gang)位、班组和一(yi)线(xian)从(cong)业人员要严(yan)格履行自身安(an)全(quan)(quan)生(sheng)(sheng)产(chan)(chan)(chan)职责(ze),严(yan)格遵守岗(gang)位安(an)全(quan)(quan)操(cao)作规程,确保安(an)全(quan)(quan)生(sheng)(sheng)产(chan)(chan)(chan),建立“层(ceng)层(ceng)负(fu)责(ze)、人人有(you)责(ze)、各(ge)负(fu)其责(ze)”的(de)安(an)全(quan)(quan)生(sheng)(sheng)产(chan)(chan)(chan)工(gong)作体系(xi)。
(二(er))健全完善企业安全生产管(guan)理(li)制(zhi)度。
1.建立完善安全(quan)(quan)(quan)生产管(guan)(guan)理(li)(li)团(tuan)队(dui)(dui)。企业(ye)(ye)要依法建立健(jian)全(quan)(quan)(quan)安全(quan)(quan)(quan)生产管(guan)(guan)理(li)(li)机构,配齐安全(quan)(quan)(quan)生产管(guan)(guan)理(li)(li)人员(yuan),全(quan)(quan)(quan)力(li)支持(chi)安全(quan)(quan)(quan)管(guan)(guan)理(li)(li)机构工作,并(bing)建立相应(ying)的奖惩制度。企业(ye)(ye)要持(chi)续提(ti)升安全(quan)(quan)(quan)管(guan)(guan)理(li)(li)科学化(hua)、专(zhuan)业(ye)(ye)化(hua)、规范化(hua)水平,建立安全(quan)(quan)(quan)技术团(tuan)队(dui)(dui)。到2021年底前,各重点行业(ye)(ye)领(ling)域企业(ye)(ye)通过自身(shen)培(pei)养和市场化(hua)机制全(quan)(quan)(quan)部建立安全(quan)(quan)(quan)生产技术和管(guan)(guan)理(li)(li)团(tuan)队(dui)(dui)。
2.强(qiang)化安(an)全(quan)投入。企业(ye)要(yao)保证安(an)全(quan)生(sheng)产条件(jian)所必需的(de)资金投入,严格安(an)全(quan)生(sheng)产费用(yong)提取管理使用(yong)制度(du),坚(jian)持内(nei)部审计与外部审计相结合,确保足额提取、使用(yong)到(dao)位,严禁违规挪作他用(yong),对由于安(an)全(quan)生(sheng)产所必需的(de)资金投入不足导(dao)致的(de)后(hou)(hou)果承(cheng)担(dan)相关法律责任。严格落(luo)实安(an)全(quan)技(ji)术(shu)设(she)(she)备设(she)(she)施(shi)改(gai)造等支持政策,加(jia)大淘汰落(luo)后(hou)(hou)力度(du),及时更新推(tui)广应用(yong)先进适用(yong)安(an)全(quan)生(sheng)产工艺和(he)技(ji)术(shu)装备,提高安(an)全(quan)生(sheng)产保障(zhang)能力。企业(ye)要(yao)加(jia)强(qiang)从业(ye)人(ren)员(yuan)劳(lao)动保护(hu)(hu),配(pei)齐并督促从业(ye)人(ren)员(yuan)正确佩(pei)戴和(he)使用(yong)符合国家或行业(ye)标(biao)准的(de)安(an)全(quan)防护(hu)(hu)用(yong)品。
3.强(qiang)化安(an)(an)(an)全(quan)教(jiao)育(yu)培(pei)训(xun)(xun)(xun)。企(qi)业要建(jian)立健(jian)全(quan)安(an)(an)(an)全(quan)教(jiao)育(yu)培(pei)训(xun)(xun)(xun)制度,对从(cong)业人员(yuan)进行安(an)(an)(an)全(quan)生(sheng)(sheng)(sheng)产教(jiao)育(yu)和(he)(he)培(pei)训(xun)(xun)(xun),保证(zheng)从(cong)业人员(yuan)具备(bei)必要的(de)安(an)(an)(an)全(quan)生(sheng)(sheng)(sheng)产知识,熟悉安(an)(an)(an)全(quan)生(sheng)(sheng)(sheng)产规(gui)章(zhang)制度和(he)(he)操作(zuo)规(gui)程(cheng),掌(zhang)握岗位操作(zuo)技(ji)能(neng)和(he)(he)应(ying)急(ji)处置(zhi)措施,未(wei)取得特种(zhong)作(zuo)业操作(zuo)证(zheng)和(he)(he)未(wei)经安(an)(an)(an)全(quan)生(sheng)(sheng)(sheng)产教(jiao)育(yu)培(pei)训(xun)(xun)(xun)合格(ge)的(de)从(cong)业人员(yuan),不(bu)得上岗作(zuo)业。充分(fen)利用国(guo)家职业技(ji)能(neng)提升行动(dong)支持政策,加强(qiang)企(qi)业安(an)(an)(an)全(quan)人才培(pei)养(yang)。到2022年底前,省属(shu)以上重(zhong)点(dian)行业领(ling)域企(qi)业要通过自(zi)建(jian)或委托方式建(jian)设(she)职业院(yuan)校(技(ji)工(gong)院(yuan)校),实现重(zhong)点(dian)岗位人员(yuan)“变招工(gong)为(wei)招生(sheng)(sheng)(sheng)”。
4.持续(xu)推进企(qi)(qi)业(ye)安(an)全(quan)生产(chan)标(biao)(biao)准化(hua)(hua)建(jian)设。各类企(qi)(qi)业(ye)要按照《企(qi)(qi)业(ye)安(an)全(quan)生产(chan)标(biao)(biao)准化(hua)(hua)基本规(gui)(gui)范》(GB/T33000-2016)和(he)行(xing)(xing)业(ye)专业(ye)标(biao)(biao)准化(hua)(hua)评(ping)定(ding)标(biao)(biao)准的(de)要求自(zi)主建(jian)设,从目标(biao)(biao)职(zhi)责、制度(du)化(hua)(hua)管(guan)理(li)(li)、教育培(pei)训、现场(chang)管(guan)理(li)(li)、安(an)全(quan)风险管(guan)控、隐患排(pai)查治(zhi)理(li)(li)、应急(ji)管(guan)理(li)(li)、事故管(guan)理(li)(li)和(he)持续(xu)改(gai)(gai)进等八个方面,建(jian)立与企(qi)(qi)业(ye)日常安(an)全(quan)管(guan)理(li)(li)相适应、以(yi)安(an)全(quan)生产(chan)标(biao)(biao)准化(hua)(hua)为重点的(de)企(qi)(qi)业(ye)自(zi)主安(an)全(quan)生产(chan)管(guan)理(li)(li)体系,实现安(an)全(quan)生产(chan)现场(chang)管(guan)理(li)(li)、操(cao)作(zuo)行(xing)(xing)为、设备设施和(he)作(zuo)业(ye)环境(jing)规(gui)(gui)范化(hua)(hua)。企(qi)(qi)业(ye)要在安(an)全(quan)生产(chan)标(biao)(biao)准化(hua)(hua)建(jian)设、运(yun)行(xing)(xing)过(guo)程中,根据人员、设备、环境(jing)和(he)管(guan)理(li)(li)等因素变化(hua)(hua),持续(xu)改(gai)(gai)进风险管(guan)控和(he)隐患排(pai)查治(zhi)理(li)(li)工作(zuo),有效提(ti)升(sheng)企(qi)(qi)业(ye)安(an)全(quan)管(guan)理(li)(li)水平(ping)。2022年(nian)底前,高危行(xing)(xing)业(ye)及规(gui)(gui)模以(yi)上企(qi)(qi)业(ye)均应完(wan)成自(zi)评(ping)工作(zuo)。
(三)健全完善(shan)企业安全风险防控机制。
1.建立(li)企(qi)(qi)业安(an)全(quan)(quan)(quan)风(feng)(feng)险辨识(shi)评估制(zhi)度。企(qi)(qi)业要按照(zhao)有关法(fa)律(lv)法(fa)规标准,针(zhen)对本企(qi)(qi)业类(lei)型和(he)(he)特点(dian),科(ke)学(xue)制(zhi)定(ding)安(an)全(quan)(quan)(quan)风(feng)(feng)险辨识(shi)程序和(he)(he)方(fang)法(fa),定(ding)期组(zu)织(zhi)专业力量和(he)(he)全(quan)(quan)(quan)体员工(gong)全(quan)(quan)(quan)方(fang)位、全(quan)(quan)(quan)过程辨识(shi)生产工(gong)艺、设(she)备设(she)施、作业环(huan)境、人员行(xing)为和(he)(he)管理(li)(li)体系等(deng)方(fang)面存在的安(an)全(quan)(quan)(quan)风(feng)(feng)险,做到系统、全(quan)(quan)(quan)面、无遗漏,持续更新完善。按照(zhao)有关标准规范,对辨识(shi)出的安(an)全(quan)(quan)(quan)风(feng)(feng)险进行(xing)分类(lei)、梳理(li)(li)、评估,加(jia)强(qiang)动态分级(ji)管理(li)(li),科(ke)学(xue)确定(ding)安(an)全(quan)(quan)(quan)风(feng)(feng)险类(lei)别(bie)和(he)(he)等(deng)级(ji),实现“一(yi)(yi)企(qi)(qi)一(yi)(yi)清单”。
2.建立安全风险(xian)(xian)管控(kong)制(zhi)度(du)。企业(ye)要(yao)根据(ju)风险(xian)(xian)评(ping)估的(de)结果,对(dui)安全风险(xian)(xian)分级(ji)、分类进行(xing)管理(li),逐一落实(shi)企业(ye)、车间、班组和岗位的(de)管控(kong)责任,从组织、制(zhi)度(du)、技(ji)术、应急等方(fang)面对(dui)安全风险(xian)(xian)进行(xing)有效管控(kong),达到回避、降低和监测(ce)风险(xian)(xian)的(de)目(mu)的(de)。针对(dui)高(gao)危工艺(yi)、设(she)备(bei)、物品(pin)、场(chang)所(suo)和岗位等重点环节,高(gao)度(du)关注运营状况(kuang)(kuang)和危险(xian)(xian)源变化后的(de)风险(xian)(xian)状况(kuang)(kuang),动态评(ping)估、调整风险(xian)(xian)等级(ji)和管控(kong)措施,确(que)保安全风险(xian)(xian)始终处于受控(kong)范围内。2021年(nian)底前,各类企业(ye)要(yao)建立起完善的(de)安全风险(xian)(xian)管控(kong)制(zhi)度(du)。
3.建(jian)立安(an)全(quan)(quan)(quan)风(feng)(feng)险(xian)(xian)警示(shi)报告(gao)制(zhi)度(du)(du)。企业要(yao)在醒目位(wei)置和重点(dian)区域分别设置安(an)全(quan)(quan)(quan)风(feng)(feng)险(xian)(xian)公告(gao)栏,制(zhi)作(zuo)岗位(wei)安(an)全(quan)(quan)(quan)风(feng)(feng)险(xian)(xian)告(gao)知卡,确保每名员工都能(neng)掌握安(an)全(quan)(quan)(quan)风(feng)(feng)险(xian)(xian)的(de)(de)基本(ben)情况及防范、应(ying)急措(cuo)施。对存在重大安(an)全(quan)(quan)(quan)风(feng)(feng)险(xian)(xian)的(de)(de)工作(zuo)场(chang)所和岗位(wei),要(yao)设置明(ming)显警示(shi)标志,并(bing)强化危(wei)险(xian)(xian)源监测(ce)和预警。企业要(yao)依据(ju)有关法(fa)(fa)律(lv)法(fa)(fa)规(gui)要(yao)求,明(ming)确风(feng)(feng)险(xian)(xian)管控(kong)和报告(gao)流程,建(jian)立健全(quan)(quan)(quan)安(an)全(quan)(quan)(quan)生产风(feng)(feng)险(xian)(xian)报告(gao)制(zhi)度(du)(du),接受(shou)政府监管和社会监督。企业主要(yao)负责人对本(ben)单位(wei)安(an)全(quan)(quan)(quan)风(feng)(feng)险(xian)(xian)管控(kong)和报告(gao)工作(zuo)全(quan)(quan)(quan)面负责,要(yao)按照安(an)全(quan)(quan)(quan)风(feng)(feng)险(xian)(xian)管控(kong)制(zhi)度(du)(du)的(de)(de)要(yao)求,对辨(bian)识(shi)出的(de)(de)安(an)全(quan)(quan)(quan)风(feng)(feng)险(xian)(xian),定期(qi)向相关监管部门报送(song)风(feng)(feng)险(xian)(xian)清(qing)单。
(四)健全完善企业安全隐患排查治理(li)机制。
1.加强安全(quan)隐(yin)(yin)(yin)患(huan)排(pai)查(cha)(cha)。企业要建立(li)健全(quan)以(yi)风(feng)(feng)险(xian)(xian)辨识管控为基础的(de)(de)(de)隐(yin)(yin)(yin)患(huan)排(pai)查(cha)(cha)治理(li)(li)制度,制定符合企业实际的(de)(de)(de)隐(yin)(yin)(yin)患(huan)排(pai)查(cha)(cha)治理(li)(li)清(qing)单,完善隐(yin)(yin)(yin)患(huan)排(pai)查(cha)(cha)、治理(li)(li)、记录、通(tong)(tong)报(bao)、报(bao)告(gao)等重点环节的(de)(de)(de)程序、方法(fa)和(he)标准,明(ming)确和(he)细化(hua)隐(yin)(yin)(yin)患(huan)排(pai)查(cha)(cha)的(de)(de)(de)事项、内容和(he)频次,并将责(ze)任逐一分解落实,推动全(quan)员参与(yu)自主排(pai)查(cha)(cha)隐(yin)(yin)(yin)患(huan),尤其要强化(hua)对存在重大风(feng)(feng)险(xian)(xian)的(de)(de)(de)场所、环节、部(bu)位(wei)的(de)(de)(de)隐(yin)(yin)(yin)患(huan)排(pai)查(cha)(cha)。企业要按照国家有关规定,通(tong)(tong)过与(yu)政府部(bu)门互联互通(tong)(tong)的(de)(de)(de)隐(yin)(yin)(yin)患(huan)排(pai)查(cha)(cha)治理(li)(li)信息系(xi)统等方式,及时向负有安全(quan)生产监督管理(li)(li)职责(ze)的(de)(de)(de)部(bu)门和(he)企业职代(dai)会“双报(bao)告(gao)”风(feng)(feng)险(xian)(xian)管控和(he)隐(yin)(yin)(yin)患(huan)排(pai)查(cha)(cha)治理(li)(li)情况。
2.严格(ge)落实治理(li)(li)措施。企业(ye)要按(an)照有关行业(ye)重(zhong)大事故隐(yin)(yin)(yin)(yin)患判定标准,加强对重(zhong)大事故隐(yin)(yin)(yin)(yin)患治理(li)(li),并向负有监管(guan)职(zhi)责的(de)部门报告;制定并实施严格(ge)的(de)隐(yin)(yin)(yin)(yin)患治理(li)(li)方案(an)(an),做到责任、措施、资(zi)金、时(shi)限(xian)和预案(an)(an)“五(wu)到位”,实现(xian)闭环管(guan)理(li)(li)。2020年底前(qian)(qian),企业(ye)建立(li)起完善的(de)隐(yin)(yin)(yin)(yin)患排查(cha)治理(li)(li)制度;2021年底前(qian)(qian),各(ge)地(di)区和各(ge)类企业(ye)要建立(li)完善隐(yin)(yin)(yin)(yin)患排查(cha)治理(li)(li)“一张网”信息化(hua)管(guan)理(li)(li)系统(tong),做到自(zi)查(cha)自(zi)改自(zi)报,实现(xian)动(dong)态分析、全过程记(ji)录管(guan)理(li)(li)和评(ping)价,防止漏管(guan)失控;2022年底前(qian)(qian),企业(ye)隐(yin)(yin)(yin)(yin)患排查(cha)治理(li)(li)全面走向制度化(hua)、规范化(hua)轨道(dao)。
(五(wu))推动企业(ye)安(an)全(quan)生产(chan)社会治理(li)。
1.建立完善企(qi)(qi)业(ye)(ye)安(an)(an)(an)(an)全(quan)承(cheng)诺制(zhi)度。企(qi)(qi)业(ye)(ye)主(zhu)要负责人要结合本企(qi)(qi)业(ye)(ye)实际,在进行全(quan)面(mian)安(an)(an)(an)(an)全(quan)风(feng)险评估研判的基础上,通(tong)过(guo)各种方(fang)式途径,向社(she)会和全(quan)体(ti)(ti)员工公开(kai)落实主(zhu)体(ti)(ti)责任、健(jian)全(quan)管(guan)理体(ti)(ti)系、加大安(an)(an)(an)(an)全(quan)投入(ru)、严格风(feng)险管(guan)控、强化隐患治理等情(qing)况。要加强社(she)会监督、舆论监督和企(qi)(qi)业(ye)(ye)内部监督,完善和落实举报奖励制(zhi)度,督促企(qi)(qi)业(ye)(ye)严守承(cheng)诺、执行到(dao)位(wei)。2020年底(di)前,制(zhi)定(ding)出台包括所有重点(dian)行业(ye)(ye)领域的安(an)(an)(an)(an)全(quan)生(sheng)产承(cheng)诺制(zhi)度。
2.完善(shan)落实安全(quan)生产诚信(xin)制度。各地(di)区(qu)、各有关部门要(yao)健全(quan)完善(shan)安全(quan)生产失信(xin)行为联(lian)合惩(cheng)戒制度,对存在以隐蔽(bi)、欺骗或阻碍(ai)等(deng)方式逃避(bi)、对抗安全(quan)生产监(jian)管,违(wei)(wei)章指挥、违(wei)(wei)章作业(ye)产生重大安全(quan)隐患,违(wei)(wei)规更(geng)改工艺(yi)流程(cheng),破坏监(jian)测(ce)监(jian)控设施,以及发生事故隐瞒(man)不报(bao)、谎报(bao)或迟报(bao)事故等(deng)严重危(wei)害人(ren)民群众生命财(cai)产安全(quan)的(de)主(zhu)观(guan)故意行为的(de)单(dan)位及主(zhu)要(yao)责(ze)任人(ren),依法依规将(jiang)其纳入信(xin)用记录,加强失信(xin)惩(cheng)戒,从严监(jian)管。2020年底前,修订完成加强企业(ye)安全(quan)生产诚信(xin)体系建设制度。
3.提(ti)(ti)升专业(ye)技术服(fu)(fu)务(wu)(wu)(wu)机(ji)构(gou)服(fu)(fu)务(wu)(wu)(wu)水(shui)平(ping)。各(ge)地区(qu)、各(ge)有关部(bu)门要筛选一批(pi)专业(ye)化安全技术服(fu)(fu)务(wu)(wu)(wu)机(ji)构(gou),支持做(zuo)大做(zuo)强(qiang),为(wei)企业(ye)提(ti)(ti)供(gong)高水(shui)平(ping)安全技术和(he)管理服(fu)(fu)务(wu)(wu)(wu);同时加强(qiang)监督管理,2020年底(di)前(qian)制定(ding)出台技术服(fu)(fu)务(wu)(wu)(wu)机(ji)构(gou)评价结(jie)果(guo)公开(kai)和(he)第(di)三方(fang)评估制度,确保规范运作(zuo),切(qie)实为(wei)企业(ye)提(ti)(ti)供(gong)有效技术支撑。
4.充分(fen)发挥安责(ze)(ze)险(xian)(xian)参与风险(xian)(xian)评(ping)(ping)估和(he)事故(gu)预(yu)防(fang)功(gong)能。深入推(tui)动落实(shi)《安全(quan)生产(chan)责(ze)(ze)任保(bao)险(xian)(xian)事故(gu)预(yu)防(fang)技(ji)术服(fu)务(wu)规范》(AQ9010-2019),通过实(shi)施(shi)(shi)安责(ze)(ze)险(xian)(xian),加(jia)快建(jian)立保(bao)险(xian)(xian)机构(gou)和(he)专(zhuan)业技(ji)术服(fu)务(wu)机构(gou)等广泛(fan)参与的(de)安全(quan)生产(chan)社(she)会化服(fu)务(wu)体系。2021年底前各地区应急管理(li)部门全(quan)部建(jian)立安责(ze)(ze)险(xian)(xian)信息化管理(li)平台,2022年底前对所有(you)(you)承保(bao)安责(ze)(ze)险(xian)(xian)的(de)保(bao)险(xian)(xian)机构(gou)开展(zhan)预(yu)防(fang)技(ji)术服(fu)务(wu)情况实(shi)现(xian)在线监测,并制定实(shi)施(shi)(shi)第三方评(ping)(ping)估公示(shi)制度。对预(yu)防(fang)服(fu)务(wu)没有(you)(you)达(da)到规范标准要求、只收费不(bu)服(fu)务(wu)或(huo)少(shao)服(fu)务(wu)的(de)责(ze)(ze)任单位和(he)负(fu)责(ze)(ze)人予以(yi)警(jing)示(shi),督促整(zheng)改,情节严(yan)重的(de)按照《安全(quan)生产(chan)责(ze)(ze)任保(bao)险(xian)(xian)实(shi)施(shi)(shi)办法》有(you)(you)关规定,纳入安全(quan)生产(chan)领域联合惩戒“黑名(ming)单”管理(li),并向社(she)会公布。
三、危险化学品安全(quan)整(zheng)治
(一)提升危险化(hua)学品重大(da)安全(quan)风险管控能力(li)。
1.严(yan)格高风险(xian)(xian)化(hua)(hua)工(gong)(gong)(gong)项目(mu)准(zhun)(zhun)入(ru)条(tiao)件(jian)。牢(lao)固树立(li)安全(quan)发展理念,强化(hua)(hua)源头(tou)管控(kong),推进(jin)产(chan)(chan)业(ye)(ye)结(jie)构调整(zheng),科学(xue)(xue)审慎引(yin)进(jin)化(hua)(hua)工(gong)(gong)(gong)项目(mu)。涉及(ji)(ji)化(hua)(hua)工(gong)(gong)(gong)行业(ye)(ye)的(de)省(sheng)级(ji)、市(shi)级(ji)人民政(zheng)府(fu)和重点化(hua)(hua)工(gong)(gong)(gong)园区要(yao)结(jie)合(he)现有(you)化(hua)(hua)工(gong)(gong)(gong)产(chan)(chan)业(ye)(ye)特点、资(zi)源优势、专业(ye)(ye)人才基础和安全(quan)监管能力等情况,进(jin)一步明确(que)产(chan)(chan)业(ye)(ye)定(ding)(ding)位,加快(kuai)制(zhi)(zhi)(zhi)定(ding)(ding)完善化(hua)(hua)工(gong)(gong)(gong)产(chan)(chan)业(ye)(ye)发展规划,2020年底前(qian)制(zhi)(zhi)(zhi)定(ding)(ding)出(chu)台(tai)新建化(hua)(hua)工(gong)(gong)(gong)项目(mu)准(zhun)(zhun)入(ru)条(tiao)件(jian);2022年底前(qian),设区的(de)市(shi)要(yao)制(zhi)(zhi)(zhi)定(ding)(ding)完善危(wei)险(xian)(xian)化(hua)(hua)学(xue)(xue)品“禁限控(kong)”目(mu)录,对涉及(ji)(ji)光气(qi)、氯气(qi)、氨气(qi)等有(you)毒(du)气(qi)体(以(yi)下简(jian)称有(you)毒(du)气(qi)体),硝(xiao)酸铵(an)、硝(xiao)基胍、氯酸铵(an)等爆炸(zha)(zha)危(wei)险(xian)(xian)性(xing)化(hua)(hua)学(xue)(xue)品(指《危(wei)险(xian)(xian)化(hua)(hua)学(xue)(xue)品目(mu)录》中(zhong)危(wei)险(xian)(xian)性(xing)类(lei)别(bie)为(wei)爆炸(zha)(zha)物(wu)的(de)危(wei)险(xian)(xian)化(hua)(hua)学(xue)(xue)品)的(de)建设项目(mu)要(yao)严(yan)格控(kong)制(zhi)(zhi)(zhi),严(yan)禁已淘汰的(de)落后产(chan)(chan)能异地落户和进(jin)园入(ru)区;支持危(wei)险(xian)(xian)化(hua)(hua)学(xue)(xue)品生产(chan)(chan)企业(ye)(ye)开展安全(quan)生产(chan)(chan)技术改造(zao)升级(ji),依法淘汰达不到安全(quan)生产(chan)(chan)条(tiao)件(jian)的(de)产(chan)(chan)能。
2.提升化(hua)(hua)(hua)(hua)(hua)工(gong)园(yuan)区(qu)安(an)(an)全(quan)(quan)风(feng)(feng)(feng)险(xian)(xian)管控水平。各省级(ji)(ji)(ji)人(ren)民政府要建立(li)跨部门联(lian)合(he)工(gong)作(zuo)机制,按(an)照(zhao)《化(hua)(hua)(hua)(hua)(hua)工(gong)园(yuan)区(qu)安(an)(an)全(quan)(quan)风(feng)(feng)(feng)险(xian)(xian)排(pai)查(cha)治理(li)导则(ze)(试行)》要求组织开展化(hua)(hua)(hua)(hua)(hua)工(gong)园(yuan)区(qu)(含化(hua)(hua)(hua)(hua)(hua)工(gong)集(ji)中区(qu))安(an)(an)全(quan)(quan)风(feng)(feng)(feng)险(xian)(xian)排(pai)查(cha)评估(gu)分级(ji)(ji)(ji)工(gong)作(zuo),2020年10月(yue)底前(qian),各省级(ji)(ji)(ji)人(ren)民政府要对本地区(qu)化(hua)(hua)(hua)(hua)(hua)工(gong)园(yuan)区(qu)进行认定并公布名单,在认定基础上开展安(an)(an)全(quan)(quan)风(feng)(feng)(feng)险(xian)(xian)排(pai)查(cha)评估(gu)分级(ji)(ji)(ji)。对安(an)(an)全(quan)(quan)风(feng)(feng)(feng)险(xian)(xian)等级(ji)(ji)(ji)评估(gu)为A级(ji)(ji)(ji)(高安(an)(an)全(quan)(quan)风(feng)(feng)(feng)险(xian)(xian))的(de)(de)化(hua)(hua)(hua)(hua)(hua)工(gong)园(yuan)区(qu),原则(ze)上不(bu)得批准新、改、扩(kuo)建危险(xian)(xian)化(hua)(hua)(hua)(hua)(hua)学品(pin)建设(she)项(xiang)目,并纳(na)入重(zhong)点治理(li)和监管范围,限(xian)期整改提升,2021年底前(qian)仍为A级(ji)(ji)(ji)的(de)(de)化(hua)(hua)(hua)(hua)(hua)工(gong)园(yuan)区(qu)要予以(yi)关闭(bi)退(tui)(tui)出;对安(an)(an)全(quan)(quan)风(feng)(feng)(feng)险(xian)(xian)等级(ji)(ji)(ji)评估(gu)为B级(ji)(ji)(ji)(较(jiao)高安(an)(an)全(quan)(quan)风(feng)(feng)(feng)险(xian)(xian))的(de)(de)化(hua)(hua)(hua)(hua)(hua)工(gong)园(yuan)区(qu),原则(ze)上要限(xian)制新、改、扩(kuo)建危险(xian)(xian)化(hua)(hua)(hua)(hua)(hua)学品(pin)建设(she)项(xiang)目,2022年底前(qian)仍未达到(dao)C级(ji)(ji)(ji)(一(yi)般(ban)安(an)(an)全(quan)(quan)风(feng)(feng)(feng)险(xian)(xian))或D级(ji)(ji)(ji)(较(jiao)低(di)安(an)(an)全(quan)(quan)风(feng)(feng)(feng)险(xian)(xian))的(de)(de)化(hua)(hua)(hua)(hua)(hua)工(gong)园(yuan)区(qu)要予以(yi)关闭(bi)退(tui)(tui)出。
3.深(shen)入(ru)开(kai)展企(qi)(qi)业安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)风(feng)险(xian)(xian)隐患(huan)(huan)排查(cha)治(zhi)理(li)(li)。督促辖区内危(wei)险(xian)(xian)化(hua)(hua)学(xue)品(pin)(pin)(pin)企(qi)(qi)业按照《危(wei)险(xian)(xian)化(hua)(hua)学(xue)品(pin)(pin)(pin)企(qi)(qi)业安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)风(feng)险(xian)(xian)隐患(huan)(huan)排查(cha)治(zhi)理(li)(li)导则》,在(zai)2020年6月(yue)底前全(quan)(quan)(quan)(quan)(quan)(quan)面(mian)完(wan)成(cheng)安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)风(feng)险(xian)(xian)隐患(huan)(huan)自查(cha)工作并(bing)制定整改方案,对于重大隐患(huan)(huan)要依(yi)法(fa)上报地方有(you)关(guan)监(jian)管部门(men)并(bing)实施挂(gua)牌(pai)督办(ban),经整改仍达不到安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生产(chan)(chan)条件(jian)的(de),依(yi)法(fa)予以(yi)关(guan)闭,实现规范达标一(yi)(yi)批(pi)、改造提升一(yi)(yi)批(pi)、依(yi)法(fa)淘汰一(yi)(yi)批(pi)。组织开(kai)展危(wei)险(xian)(xian)化(hua)(hua)学(xue)品(pin)(pin)(pin)安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生产(chan)(chan)许(xu)可(ke)“回(hui)头看”,2020年底前要对安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)风(feng)险(xian)(xian)评估等级(ji)为(wei)“红、橙”的(de)企(qi)(qi)业对照安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生产(chan)(chan)许(xu)可(ke)证(zheng)发证(zheng)条件(jian)再次逐一(yi)(yi)进(jin)行核查(cha),从源(yuan)头提升发证(zheng)企(qi)(qi)业的(de)安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)保障能力(li)(li)。大力(li)(li)推进(jin)危(wei)险(xian)(xian)化(hua)(hua)学(xue)品(pin)(pin)(pin)企(qi)(qi)业安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)风(feng)险(xian)(xian)分(fen)级(ji)管控(kong)和(he)隐患(huan)(huan)排查(cha)治(zhi)理(li)(li)体系(xi)建(jian)设(she),运用信息化(hua)(hua)手段实现企(qi)(qi)业、化(hua)(hua)工园区、监(jian)管部门(men)信息共(gong)享、上下贯(guan)通,2022年底前涉及重大危(wei)险(xian)(xian)源(yuan)的(de)危(wei)险(xian)(xian)化(hua)(hua)学(xue)品(pin)(pin)(pin)企(qi)(qi)业要全(quan)(quan)(quan)(quan)(quan)(quan)面(mian)完(wan)成(cheng)以(yi)安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)风(feng)险(xian)(xian)分(fen)级(ji)管控(kong)和(he)隐患(huan)(huan)排查(cha)治(zhi)理(li)(li)为(wei)重点(dian)的(de)安(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)预(yu)防控(kong)制体系(xi)建(jian)设(she)。
4.强化(hua)(hua)危(wei)(wei)(wei)险(xian)(xian)化(hua)(hua)学(xue)(xue)品(pin)(pin)(pin)运(yun)输(shu)(shu)、使(shi)用(yong)和废(fei)弃处置安(an)全(quan)管(guan)理(li)(li)(li)。加(jia)强危(wei)(wei)(wei)险(xian)(xian)化(hua)(hua)学(xue)(xue)品(pin)(pin)(pin)等(deng)危(wei)(wei)(wei)险(xian)(xian)货(huo)物(wu)(wu)(wu)(wu)运(yun)输(shu)(shu)安(an)全(quan)监(jian)管(guan),严格行(xing)(xing)业(ye)准入,严禁未经(jing)许可擅自开展(zhan)(zhan)经(jing)营(ying)性运(yun)输(shu)(shu)。强化(hua)(hua)托运(yun)、承运(yun)、装(zhuang)(zhuang)卸、车(che)辆(liang)(liang)(liang)运(yun)行(xing)(xing)等(deng)危(wei)(wei)(wei)险(xian)(xian)货(huo)物(wu)(wu)(wu)(wu)运(yun)输(shu)(shu)全(quan)链(lian)条安(an)全(quan)监(jian)管(guan)。开展(zhan)(zhan)危(wei)(wei)(wei)险(xian)(xian)货(huo)物(wu)(wu)(wu)(wu)运(yun)输(shu)(shu)车(che)辆(liang)(liang)(liang)防撞报警系(xi)统(tong)相关标准贯彻实(shi)(shi)施(shi),2022年底前危(wei)(wei)(wei)险(xian)(xian)货(huo)物(wu)(wu)(wu)(wu)运(yun)输(shu)(shu)车(che)辆(liang)(liang)(liang)要(yao)全(quan)部强制安(an)装(zhuang)(zhuang)远程提(ti)醒监(jian)控系(xi)统(tong),实(shi)(shi)行(xing)(xing)运(yun)输(shu)(shu)过(guo)程实(shi)(shi)时定位及(ji)路(lu)径记(ji)录(lu)。严格执行(xing)(xing)内河禁运(yun)危(wei)(wei)(wei)险(xian)(xian)化(hua)(hua)学(xue)(xue)品(pin)(pin)(pin)目录(lu)和危(wei)(wei)(wei)险(xian)(xian)货(huo)物(wu)(wu)(wu)(wu)道(dao)路(lu)运(yun)输(shu)(shu)安(an)全(quan)管(guan)理(li)(li)(li)办法,严格特大(da)型(xing)公路(lu)桥(qiao)梁(liang)、特长公路(lu)隧(sui)道(dao)、饮用(yong)水源地危(wei)(wei)(wei)险(xian)(xian)货(huo)物(wu)(wu)(wu)(wu)运(yun)输(shu)(shu)车(che)辆(liang)(liang)(liang)通行(xing)(xing)管(guan)控。加(jia)强港(gang)口、机场、铁路(lu)车(che)站(zhan)以(yi)及(ji)与铁路(lu)接(jie)轨的(de)专(zhuan)用(yong)线、专(zhuan)用(yong)铁路(lu)等(deng)危(wei)(wei)(wei)险(xian)(xian)货(huo)物(wu)(wu)(wu)(wu)装(zhuang)(zhuang)卸、储存(cun)场所和设(she)施(shi)的(de)安(an)全(quan)监(jian)管(guan),对不(bu)符(fu)合安(an)全(quan)生产条件的(de)进行(xing)(xing)清理(li)(li)(li)整顿。鼓励化(hua)(hua)工(gong)园区内具有(you)上下游产业(ye)链(lian)关联的(de)企业(ye)运(yun)用(yong)管(guan)道(dao)输(shu)(shu)送代替道(dao)路(lu)运(yun)输(shu)(shu),有(you)危(wei)(wei)(wei)险(xian)(xian)化(hua)(hua)学(xue)(xue)品(pin)(pin)(pin)车(che)辆(liang)(liang)(liang)聚集较大(da)安(an)全(quan)风险(xian)(xian)的(de)化(hua)(hua)工(gong)园区应建设(she)符(fu)合标准规(gui)范的(de)危(wei)(wei)(wei)险(xian)(xian)化(hua)(hua)学(xue)(xue)品(pin)(pin)(pin)车(che)辆(liang)(liang)(liang)专(zhuan)用(yong)停(ting)车(che)场。加(jia)强使(shi)用(yong)危(wei)(wei)(wei)险(xian)(xian)化(hua)(hua)学(xue)(xue)品(pin)(pin)(pin)从事生产的(de)企业(ye)及(ji)医院(yuan)、学(xue)(xue)校、科研(yan)机构等(deng)单位的(de)危(wei)(wei)(wei)险(xian)(xian)化(hua)(hua)学(xue)(xue)品(pin)(pin)(pin)使(shi)用(yong)安(an)全(quan)管(guan)理(li)(li)(li)。组织全(quan)面开展(zhan)(zhan)废(fei)弃危(wei)(wei)(wei)险(xian)(xian)化(hua)(hua)学(xue)(xue)品(pin)(pin)(pin)等(deng)危(wei)(wei)(wei)险(xian)(xian)废(fei)物(wu)(wu)(wu)(wu)排查,重点整治化(hua)(hua)工(gong)园区、化(hua)(hua)工(gong)企业(ye)存(cun)在的(de)违规(gui)堆存(cun)、随意倾倒、私自填(tian)埋危(wei)(wei)(wei)险(xian)(xian)废(fei)物(wu)(wu)(wu)(wu)等(deng)问题(ti),确保危(wei)(wei)(wei)险(xian)(xian)废(fei)物(wu)(wu)(wu)(wu)贮(zhu)存(cun)、运(yun)输(shu)(shu)、处置安(an)全(quan)。
(二)提(ti)高(gao)危险化(hua)学(xue)品企业(ye)本质(zhi)安全水平。
1.全(quan)(quan)(quan)(quan)面排查(cha)管(guan)控危(wei)(wei)险(xian)化(hua)(hua)学(xue)(xue)品生(sheng)产(chan)储(chu)(chu)(chu)(chu)(chu)(chu)(chu)存企业(ye)(ye)外(wai)部安全(quan)(quan)(quan)(quan)防护(hu)距(ju)离(li)。督(du)促危(wei)(wei)险(xian)化(hua)(hua)学(xue)(xue)品生(sheng)产(chan)储(chu)(chu)(chu)(chu)(chu)(chu)(chu)存企业(ye)(ye)按(an)照《危(wei)(wei)险(xian)化(hua)(hua)学(xue)(xue)品生(sheng)产(chan)装置(zhi)和(he)(he)(he)储(chu)(chu)(chu)(chu)(chu)(chu)(chu)存设施风(feng)险(xian)基(ji)准(zhun)》(GB36894-2018)和(he)(he)(he)《危(wei)(wei)险(xian)化(hua)(hua)学(xue)(xue)品生(sheng)产(chan)装置(zhi)和(he)(he)(he)储(chu)(chu)(chu)(chu)(chu)(chu)(chu)存设施外(wai)部安全(quan)(quan)(quan)(quan)防护(hu)距(ju)离(li)确(que)定方法》(GB/T37243-2019)等标准(zhun)规(gui)范确(que)定外(wai)部安全(quan)(quan)(quan)(quan)防护(hu)距(ju)离(li)。不符合外(wai)部安全(quan)(quan)(quan)(quan)防护(hu)距(ju)离(li)要(yao)求的(de)(de)涉及“两重(zhong)点一(yi)重(zhong)大”的(de)(de)生(sheng)产(chan)装置(zhi)和(he)(he)(he)储(chu)(chu)(chu)(chu)(chu)(chu)(chu)存设施,经评估具(ju)备(bei)就地(di)整改条(tiao)件(jian)的(de)(de),整改工作必须在(zai)2020年底(di)前完成(cheng)(cheng),未完成(cheng)(cheng)整改的(de)(de)一(yi)律停止(zhi)使(shi)用;需要(yao)实(shi)施搬迁的(de)(de),在(zai)采取尽(jin)可能(neng)消减(jian)安全(quan)(quan)(quan)(quan)风(feng)险(xian)措(cuo)施的(de)(de)基(ji)础上(shang)于(yu)2022年底(di)前完成(cheng)(cheng);已纳入(ru)城镇人口密(mi)(mi)(mi)集区危(wei)(wei)险(xian)化(hua)(hua)学(xue)(xue)品生(sheng)产(chan)企业(ye)(ye)搬迁改造(zao)计(ji)划(hua)的(de)(de),要(yao)确(que)保按(an)期完成(cheng)(cheng)。严格落实(shi)化(hua)(hua)工园(yuan)区空间规(gui)划(hua)和(he)(he)(he)土地(di)规(gui)划(hua),保护(hu)危(wei)(wei)险(xian)化(hua)(hua)学(xue)(xue)品企业(ye)(ye)和(he)(he)(he)化(hua)(hua)工园(yuan)区外(wai)部安全(quan)(quan)(quan)(quan)防护(hu)距(ju)离(li),禁止(zhi)在(zai)外(wai)部安全(quan)(quan)(quan)(quan)防护(hu)距(ju)离(li)内(nei)布局劳动密(mi)(mi)(mi)集型企业(ye)(ye)、人员密(mi)(mi)(mi)集场所(suo);爆(bao)炸危(wei)(wei)险(xian)性化(hua)(hua)学(xue)(xue)品的(de)(de)生(sheng)产(chan)和(he)(he)(he)储(chu)(chu)(chu)(chu)(chu)(chu)(chu)存企业(ye)(ye)要(yao)保持(chi)足(zu)够(gou)的(de)(de)外(wai)部安全(quan)(quan)(quan)(quan)防护(hu)距(ju)离(li),严禁超设计(ji)量储(chu)(chu)(chu)(chu)(chu)(chu)(chu)存,并尽(jin)可能(neng)减(jian)少储(chu)(chu)(chu)(chu)(chu)(chu)(chu)存量,防止(zhi)安全(quan)(quan)(quan)(quan)风(feng)险(xian)外(wai)溢。
2.进(jin)一步提升危(wei)险(xian)(xian)(xian)化学品(pin)企业(ye)自(zi)动(dong)(dong)化控(kong)制(zhi)水(shui)平。继续推进(jin)“两(liang)重(zhong)(zhong)点(dian)(dian)一重(zhong)(zhong)大”生产(chan)装(zhuang)(zhuang)置(zhi)(zhi)(zhi)(zhi)、储存设(she)施(shi)可燃(ran)气(qi)体(ti)和有毒(du)气(qi)体(ti)泄漏检测报(bao)警装(zhuang)(zhuang)置(zhi)(zhi)(zhi)(zhi)、紧急切断装(zhuang)(zhuang)置(zhi)(zhi)(zhi)(zhi)、自(zi)动(dong)(dong)化控(kong)制(zhi)系统(tong)(tong)的(de)(de)建(jian)设(she)完善,2020年(nian)底(di)(di)前(qian)(qian)涉(she)(she)及(ji)“两(liang)重(zhong)(zhong)点(dian)(dian)一重(zhong)(zhong)大”的(de)(de)生产(chan)装(zhuang)(zhuang)置(zhi)(zhi)(zhi)(zhi)、储存设(she)施(shi)的(de)(de)上述系统(tong)(tong)装(zhuang)(zhuang)备和使(shi)用率必(bi)须(xu)达到100%,未(wei)实现(xian)或未(wei)投(tou)用的(de)(de),一律停产(chan)整(zheng)(zheng)改。推动(dong)(dong)涉(she)(she)及(ji)重(zhong)(zhong)点(dian)(dian)监管(guan)危(wei)险(xian)(xian)(xian)化工工艺的(de)(de)生产(chan)装(zhuang)(zhuang)置(zhi)(zhi)(zhi)(zhi)实现(xian)全流(liu)程(cheng)自(zi)动(dong)(dong)化控(kong)制(zhi),2022年(nian)底(di)(di)前(qian)(qian)所有涉(she)(she)及(ji)硝化、氯化、氟化、重(zhong)(zhong)氮(dan)化、过氧化工艺装(zhuang)(zhuang)置(zhi)(zhi)(zhi)(zhi)的(de)(de)上下游配套(tao)装(zhuang)(zhuang)置(zhi)(zhi)(zhi)(zhi)必(bi)须(xu)实现(xian)自(zi)动(dong)(dong)化控(kong)制(zhi),最大限度减少(shao)作业(ye)场所人数。涉(she)(she)及(ji)爆(bao)(bao)炸危(wei)险(xian)(xian)(xian)性化学品(pin)的(de)(de)生产(chan)装(zhuang)(zhuang)置(zhi)(zhi)(zhi)(zhi)控(kong)制(zhi)室(shi)(shi)、交接班室(shi)(shi)不(bu)得(de)布(bu)置(zhi)(zhi)(zhi)(zhi)在装(zhuang)(zhuang)置(zhi)(zhi)(zhi)(zhi)区(qu)(qu)内(nei),已建(jian)成(cheng)投(tou)用的(de)(de)必(bi)须(xu)于2020年(nian)底(di)(di)前(qian)(qian)完成(cheng)整(zheng)(zheng)改;涉(she)(she)及(ji)甲乙类火(huo)灾危(wei)险(xian)(xian)(xian)性的(de)(de)生产(chan)装(zhuang)(zhuang)置(zhi)(zhi)(zhi)(zhi)控(kong)制(zhi)室(shi)(shi)、交接班室(shi)(shi)原则上不(bu)得(de)布(bu)置(zhi)(zhi)(zhi)(zhi)在装(zhuang)(zhuang)置(zhi)(zhi)(zhi)(zhi)区(qu)(qu)内(nei),确需布(bu)置(zhi)(zhi)(zhi)(zhi)的(de)(de),应(ying)按照《石油化工控(kong)制(zhi)室(shi)(shi)抗爆(bao)(bao)设(she)计规范》(GB50779-2012),在2020年(nian)底(di)(di)前(qian)(qian)完成(cheng)抗爆(bao)(bao)设(she)计、建(jian)设(she)和加固(gu)。具有甲乙类火(huo)灾危(wei)险(xian)(xian)(xian)性、粉(fen)尘(chen)爆(bao)(bao)炸危(wei)险(xian)(xian)(xian)性、中毒(du)危(wei)险(xian)(xian)(xian)性的(de)(de)厂房(含装(zhuang)(zhuang)置(zhi)(zhi)(zhi)(zhi)或车间)和仓库内(nei)的(de)(de)办公室(shi)(shi)、休息(xi)室(shi)(shi)、外操室(shi)(shi)、巡检室(shi)(shi),2020年(nian)8月前(qian)(qian)必(bi)须(xu)予以拆除。
3.深化(hua)(hua)精(jing)细(xi)化(hua)(hua)工(gong)(gong)企业反应安全(quan)(quan)风(feng)(feng)险(xian)(xian)评(ping)估(gu)(gu)。凡列入精(jing)细(xi)化(hua)(hua)工(gong)(gong)反应安全(quan)(quan)风(feng)(feng)险(xian)(xian)评(ping)估(gu)(gu)范围(wei)但未开展(zhan)评(ping)估(gu)(gu)的(de)(de)精(jing)细(xi)化(hua)(hua)工(gong)(gong)生(sheng)(sheng)产(chan)(chan)(chan)(chan)装置(zhi),一律不得生(sheng)(sheng)产(chan)(chan)(chan)(chan)。现(xian)有(you)涉及(ji)(ji)硝化(hua)(hua)、氯化(hua)(hua)、氟化(hua)(hua)、重氮(dan)化(hua)(hua)、过氧化(hua)(hua)工(gong)(gong)艺(yi)的(de)(de)精(jing)细(xi)化(hua)(hua)工(gong)(gong)生(sheng)(sheng)产(chan)(chan)(chan)(chan)装置(zhi)必须(xu)于2021年底(di)前完(wan)成(cheng)有(you)关产(chan)(chan)(chan)(chan)品生(sheng)(sheng)产(chan)(chan)(chan)(chan)工(gong)(gong)艺(yi)全(quan)(quan)流程的(de)(de)反应安全(quan)(quan)风(feng)(feng)险(xian)(xian)评(ping)估(gu)(gu),同时按照加强精(jing)细(xi)化(hua)(hua)工(gong)(gong)反应安全(quan)(quan)风(feng)(feng)险(xian)(xian)评(ping)估(gu)(gu)工(gong)(gong)作(zuo)指导意(yi)见,对相(xiang)关原(yuan)料(liao)、中间产(chan)(chan)(chan)(chan)品、产(chan)(chan)(chan)(chan)品及(ji)(ji)副产(chan)(chan)(chan)(chan)物进行热稳(wen)定性测试和(he)蒸馏(liu)、干燥、储存等单元操(cao)作(zuo)的(de)(de)风(feng)(feng)险(xian)(xian)评(ping)估(gu)(gu)。强化(hua)(hua)精(jing)细(xi)化(hua)(hua)工(gong)(gong)反应安全(quan)(quan)风(feng)(feng)险(xian)(xian)评(ping)估(gu)(gu)结(jie)果运用,已开展(zhan)反应安全(quan)(quan)风(feng)(feng)险(xian)(xian)评(ping)估(gu)(gu)的(de)(de)企业要(yao)根据反应危(wei)险(xian)(xian)度等级和(he)评(ping)估(gu)(gu)建议(yi)设(she)置(zhi)相(xiang)应的(de)(de)安全(quan)(quan)设(she)施,补(bu)充完(wan)善安全(quan)(quan)管控措施,及(ji)(ji)时审查和(he)修(xiu)订安全(quan)(quan)操(cao)作(zuo)规(gui)程,确(que)保设(she)备设(she)施满足工(gong)(gong)艺(yi)安全(quan)(quan)要(yao)求,2022年底(di)前未落(luo)实有(you)关评(ping)估(gu)(gu)建议(yi)的(de)(de)精(jing)细(xi)化(hua)(hua)工(gong)(gong)生(sheng)(sheng)产(chan)(chan)(chan)(chan)装置(zhi)一律停产(chan)(chan)(chan)(chan)整顿。
4.推(tui)(tui)动技(ji)术(shu)创(chuang)新(xin)。积极推(tui)(tui)广(guang)应(ying)(ying)(ying)用机(ji)械化(hua)(hua)(hua)、自动化(hua)(hua)(hua)生产(chan)设(she)备设(she)施,实(shi)现机(ji)械化(hua)(hua)(hua)减(jian)人(ren)(ren)、自动化(hua)(hua)(hua)换人(ren)(ren),降低高(gao)危岗位现场作业人(ren)(ren)员数量(liang)(liang)。加(jia)快新(xin)材料应(ying)(ying)(ying)用和新(xin)技(ji)术(shu)研(yan)发(fa),研(yan)究(jiu)生产(chan)过(guo)程(cheng)危险化(hua)(hua)(hua)学(xue)品在线量(liang)(liang)减(jian)量(liang)(liang)技(ji)术(shu)路线和储存数量(liang)(liang)减(jian)量(liang)(liang)方(fang)案,开(kai)发(fa)以低毒性、低反(fan)应(ying)(ying)(ying)活性的(de)化(hua)(hua)(hua)学(xue)品替代高(gao)危险性化(hua)(hua)(hua)学(xue)品的(de)工艺路线,开(kai)展缓和反(fan)应(ying)(ying)(ying)温度、反(fan)应(ying)(ying)(ying)压(ya)力(li)等弱化(hua)(hua)(hua)反(fan)应(ying)(ying)(ying)条件的(de)技(ji)术(shu)改(gai)造(zao),积极推(tui)(tui)广(guang)气(qi)(qi)(qi)体泄(xie)漏微(wei)量(liang)(liang)快速(su)检测、化(hua)(hua)(hua)工过(guo)程(cheng)安(an)全管理、微(wei)通道反(fan)应(ying)(ying)(ying)器等先进(jin)技(ji)术(shu)方(fang)法的(de)应(ying)(ying)(ying)用。聚(ju)氯乙(yi)烯(xi)(xi)(xi)生产(chan)企业按照《氯乙(yi)烯(xi)(xi)(xi)气(qi)(qi)(qi)柜(ju)(ju)安(an)全运行规程(cheng)》和《氯乙(yi)烯(xi)(xi)(xi)气(qi)(qi)(qi)柜(ju)(ju)安(an)全保(bao)护措(cuo)施改(gai)进(jin)方(fang)案》,进(jin)一步(bu)完善氯乙(yi)烯(xi)(xi)(xi)气(qi)(qi)(qi)柜(ju)(ju)安(an)全管理措(cuo)施,提升本(ben)质安(an)全水平(ping)。
5.完善危险化学(xue)品(pin)(pin)安(an)全(quan)(quan)(quan)生(sheng)产法(fa)规标(biao)准(zhun)(zhun)。推进制(zhi)定(ding)危险化学(xue)品(pin)(pin)安(an)全(quan)(quan)(quan)相关法(fa)律法(fa)规。研究制(zhi)定(ding)危险化学(xue)品(pin)(pin)安(an)全(quan)(quan)(quan)生(sheng)产标(biao)准(zhun)(zhun)管理指导(dao)意见,整合(he)完善提升化工(gong)和涉及危险化学(xue)品(pin)(pin)的工(gong)程(cheng)设(she)计、施(shi)工(gong)、设(she)备建造、维护、监(jian)测标(biao)准(zhun)(zhun),着力解决标(biao)准(zhun)(zhun)空白(bai)、滞后和标(biao)准(zhun)(zhun)执(zhi)行不一致问题。制(zhi)定(ding)出台(tai)化工(gong)过程(cheng)安(an)全(quan)(quan)(quan)管理导(dao)则和精细化工(gong)反应安(an)全(quan)(quan)(quan)风险评估标(biao)准(zhun)(zhun)等技术规范。

1.强(qiang)化(hua)(hua)(hua)从业(ye)(ye)(ye)(ye)(ye)人(ren)员(yuan)(yuan)教(jiao)育培(pei)训(xun)(xun)。每年至少对化(hua)(hua)(hua)工(gong)和危险化(hua)(hua)(hua)学(xue)品企业(ye)(ye)(ye)(ye)(ye)主(zhu)要负(fu)(fu)责人(ren)集(ji)中(zhong)(zhong)开展一(yi)次法(fa)律意(yi)识、风险意(yi)识和事(shi)故(gu)教(jiao)训(xun)(xun)的(de)(de)(de)警示(shi)教(jiao)育,按照(zhao)化(hua)(hua)(hua)工(gong)(危险化(hua)(hua)(hua)学(xue)品)企业(ye)(ye)(ye)(ye)(ye)主(zhu)要负(fu)(fu)责人(ren)安全生(sheng)产(chan)管(guan)理知识重(zhong)(zhong)点(dian)考核内(nei)容,对危险化(hua)(hua)(hua)学(xue)品企业(ye)(ye)(ye)(ye)(ye)主(zhu)要负(fu)(fu)责人(ren)每年开展至少一(yi)次考核,考核和补考均不合格(ge)(ge)的(de)(de)(de),不得担任企业(ye)(ye)(ye)(ye)(ye)主(zhu)要负(fu)(fu)责人(ren)。危险化(hua)(hua)(hua)学(xue)品企业(ye)(ye)(ye)(ye)(ye)按照(zhao)高危行业(ye)(ye)(ye)(ye)(ye)领域安全技能(neng)提升(sheng)行动计划实施意(yi)见(jian),开展在(zai)岗(gang)(gang)员(yuan)(yuan)工(gong)安全技能(neng)提升(sheng)培(pei)训(xun)(xun),培(pei)训(xun)(xun)考核不合格(ge)(ge)的(de)(de)(de)不得上(shang)(shang)岗(gang)(gang),并按照(zhao)新上(shang)(shang)岗(gang)(gang)人(ren)员(yuan)(yuan)培(pei)训(xun)(xun)标(biao)准离(li)岗(gang)(gang)培(pei)训(xun)(xun),2021年底(di)前安排10%以上(shang)(shang)的(de)(de)(de)重(zhong)(zhong)点(dian)岗(gang)(gang)位(wei)职(zhi)(zhi)工(gong)(包括主(zhu)要负(fu)(fu)责人(ren)、安全管(guan)理人(ren)员(yuan)(yuan)和特种作(zuo)业(ye)(ye)(ye)(ye)(ye)人(ren)员(yuan)(yuan))完(wan)成职(zhi)(zhi)业(ye)(ye)(ye)(ye)(ye)技能(neng)晋级(ji)培(pei)训(xun)(xun),2022年底(di)前从业(ye)(ye)(ye)(ye)(ye)人(ren)员(yuan)(yuan)中(zhong)(zhong)取(qu)得职(zhi)(zhi)业(ye)(ye)(ye)(ye)(ye)资格(ge)(ge)证(zheng)书或(huo)职(zhi)(zhi)业(ye)(ye)(ye)(ye)(ye)技能(neng)等级(ji)证(zheng)书的(de)(de)(de)比例要达到30%以上(shang)(shang);严格(ge)(ge)从事(shi)危险化(hua)(hua)(hua)学(xue)品特种作(zuo)业(ye)(ye)(ye)(ye)(ye)岗(gang)(gang)位(wei)人(ren)员(yuan)(yuan)的(de)(de)(de)学(xue)历(li)要求和技能(neng)考核,考试合格(ge)(ge)后(hou)持证(zheng)上(shang)(shang)岗(gang)(gang)。2022年底(di)前,化(hua)(hua)(hua)工(gong)重(zhong)(zhong)点(dian)省(sheng)份和设区的(de)(de)(de)市至少扶持建设一(yi)所(suo)化(hua)(hua)(hua)工(gong)相关(guan)职(zhi)(zhi)业(ye)(ye)(ye)(ye)(ye)院(yuan)校(含技工(gong)院(yuan)校),依(yi)托(tuo)重(zhong)(zhong)点(dian)化(hua)(hua)(hua)工(gong)企业(ye)(ye)(ye)(ye)(ye)、化(hua)(hua)(hua)工(gong)园区或(huo)第三(san)方专业(ye)(ye)(ye)(ye)(ye)机构成立实习实训(xun)(xun)基地。
2.提(ti)高从业(ye)(ye)人(ren)员准入(ru)门槛。自2020年5月起,对涉(she)及(ji)“两重(zhong)(zhong)点(dian)一重(zhong)(zhong)大”生(sheng)产(chan)(chan)装置和(he)储存(cun)设施的(de)(de)(de)(de)企业(ye)(ye),新入(ru)职的(de)(de)(de)(de)主要负(fu)(fu)责(ze)人(ren)和(he)主管生(sheng)产(chan)(chan)、设备(bei)(bei)、技术、安(an)全(quan)的(de)(de)(de)(de)负(fu)(fu)责(ze)人(ren)及(ji)安(an)全(quan)生(sheng)产(chan)(chan)管理(li)人(ren)员必须(xu)具备(bei)(bei)化(hua)(hua)学(xue)、化(hua)(hua)工(gong)(gong)、安(an)全(quan)等(deng)相(xiang)关专(zhuan)(zhuan)(zhuan)业(ye)(ye)大专(zhuan)(zhuan)(zhuan)及(ji)以上(shang)(shang)(shang)(shang)学(xue)历(li)或(huo)化(hua)(hua)工(gong)(gong)类中级及(ji)以上(shang)(shang)(shang)(shang)职称,新入(ru)职的(de)(de)(de)(de)涉(she)及(ji)重(zhong)(zhong)大危(wei)险源、重(zhong)(zhong)点(dian)监(jian)管化(hua)(hua)工(gong)(gong)工(gong)(gong)艺(yi)的(de)(de)(de)(de)生(sheng)产(chan)(chan)装置、储存(cun)设施操作(zuo)人(ren)员必须(xu)具备(bei)(bei)高中及(ji)以上(shang)(shang)(shang)(shang)学(xue)历(li)或(huo)化(hua)(hua)工(gong)(gong)类中等(deng)及(ji)以上(shang)(shang)(shang)(shang)职业(ye)(ye)教育水平,新入(ru)职的(de)(de)(de)(de)涉(she)及(ji)爆炸危(wei)险性(xing)化(hua)(hua)学(xue)品的(de)(de)(de)(de)生(sheng)产(chan)(chan)装置和(he)储存(cun)设施的(de)(de)(de)(de)操作(zuo)人(ren)员必须(xu)具备(bei)(bei)化(hua)(hua)工(gong)(gong)类大专(zhuan)(zhuan)(zhuan)及(ji)以上(shang)(shang)(shang)(shang)学(xue)历(li);不符合(he)上(shang)(shang)(shang)(shang)述要求的(de)(de)(de)(de)现有(you)人(ren)员应(ying)(ying)在2022年底前达到相(xiang)应(ying)(ying)水平。危(wei)险化(hua)(hua)学(xue)品企业(ye)(ye)要按(an)规定配备(bei)(bei)化(hua)(hua)工(gong)(gong)相(xiang)关专(zhuan)(zhuan)(zhuan)业(ye)(ye)注册安(an)全(quan)工(gong)(gong)程师。
(四)推动企(qi)业落(luo)实主体责(ze)任。
1.严格精准监管执(zhi)(zhi)法(fa)(fa)。制(zhi)定(ding)(ding)并(bing)公布化工和危险化学品企业(ye)执(zhi)(zhi)法(fa)(fa)计(ji)划,进一步加(jia)大(da)对重大(da)隐患和安(an)全(quan)(quan)(quan)(quan)生产(chan)违(wei)法(fa)(fa)行(xing)(xing)为的(de)(de)执(zhi)(zhi)法(fa)(fa)力度(du)。强(qiang)化事故(gu)责(ze)(ze)(ze)(ze)任追究,经事故(gu)调(diao)查明确应(ying)对事故(gu)负有(you)(you)(you)责(ze)(ze)(ze)(ze)任的(de)(de)企业(ye)主要(yao)负责(ze)(ze)(ze)(ze)人(ren)(ren)、实(shi)际(ji)控(kong)制(zhi)人(ren)(ren)和有(you)(you)(you)关(guan)责(ze)(ze)(ze)(ze)任人(ren)(ren)员(yuan),及(ji)(ji)(ji)时移交司法(fa)(fa)机关(guan)依法(fa)(fa)追责(ze)(ze)(ze)(ze)。危险化学品企业(ye)主要(yao)负责(ze)(ze)(ze)(ze)人(ren)(ren)必须(xu)建立企业(ye)安(an)全(quan)(quan)(quan)(quan)技术和管理(li)团队,必须(xu)做出安(an)全(quan)(quan)(quan)(quan)承(cheng)诺并(bing)定(ding)(ding)期报(bao)(bao)告安(an)全(quan)(quan)(quan)(quan)生产(chan)履职(zhi)(zhi)(zhi)及(ji)(ji)(ji)企业(ye)安(an)全(quan)(quan)(quan)(quan)风(feng)险管控(kong)情况,不按(an)规定(ding)(ding)作出安(an)全(quan)(quan)(quan)(quan)承(cheng)诺和定(ding)(ding)期报(bao)(bao)告安(an)全(quan)(quan)(quan)(quan)生产(chan)履职(zhi)(zhi)(zhi)及(ji)(ji)(ji)企业(ye)安(an)全(quan)(quan)(quan)(quan)风(feng)险管控(kong)情况,或安(an)全(quan)(quan)(quan)(quan)承(cheng)诺和报(bao)(bao)告失(shi)实(shi)的(de)(de),要(yao)依法(fa)(fa)依规对有(you)(you)(you)关(guan)企业(ye)及(ji)(ji)(ji)其(qi)主要(yao)负责(ze)(ze)(ze)(ze)人(ren)(ren)实(shi)施联(lian)合(he)惩戒,对因(yin)未履行(xing)(xing)安(an)全(quan)(quan)(quan)(quan)生产(chan)职(zhi)(zhi)(zhi)责(ze)(ze)(ze)(ze)受到刑事处(chu)罚或撤职(zhi)(zhi)(zhi)处(chu)分的(de)(de),依法(fa)(fa)对其(qi)实(shi)施职(zhi)(zhi)(zhi)业(ye)禁入。对发生事故(gu)的(de)(de)危险化学品企业(ye),要(yao)严格执(zhi)(zhi)行(xing)(xing)暂扣或吊销安(an)全(quan)(quan)(quan)(quan)许可证的(de)(de)有(you)(you)(you)关(guan)规定(ding)(ding)。
2.全面推进安全生(sheng)(sheng)(sheng)产标准化(hua)建(jian)设。积极培植安全生(sheng)(sheng)(sheng)产标准化(hua)示范企业,对(dui)一(yi)、二级标准化(hua)企业项目立(li)项、扩产扩能、进区入园(yuan)等在同等条件下给(ji)予优先考(kao)虑并减少执法检查频次。推进安全生(sheng)(sheng)(sheng)产标准化(hua)建(jian)设内容和日常执法检查重点内容有机结(jie)合,持续改进企业安全管理。
3.集中开(kai)展危险(xian)化(hua)(hua)学(xue)品领域“打(da)非(fei)治违(wei)”。结合本地区化(hua)(hua)工产业(ye)(ye)特点,严(yan)厉(li)打(da)击各(ge)类(lei)(lei)非(fei)法(fa)(fa)(fa)违(wei)法(fa)(fa)(fa)生产经营(ying)建(jian)设使用(yong)行(xing)为;全(quan)面整治违(wei)规违(wei)章问题(ti),特别(bie)是强化(hua)(hua)对(dui)动火、进入(ru)(ru)受(shou)限空间(jian)等特殊作业(ye)(ye)的(de)(de)执法(fa)(fa)(fa)检查;对(dui)发生过事故或(huo)(huo)存在(zai)重大隐患(huan)的(de)(de)企(qi)业(ye)(ye),加大检查频次,对(dui)同类(lei)(lei)问题(ti)反复出现(xian)的(de)(de)依法(fa)(fa)(fa)从重处罚,达(da)不到安(an)(an)全(quan)生产条件的(de)(de)依法(fa)(fa)(fa)暂扣或(huo)(huo)吊销安(an)(an)全(quan)生产许可证。深(shen)入(ru)(ru)排查冠名“生物”“科(ke)技(ji)”“新材料”等企(qi)业(ye)(ye)的(de)(de)注册生产经营(ying)范围(wei)与实(shi)(shi)际是否一致,对(dui)于发现(xian)的(de)(de)问题(ti)企(qi)业(ye)(ye),要认(ren)真甄别(bie)其行(xing)业(ye)(ye)属(shu)性(xing)和风险(xian),逐一明确(que)并落实(shi)(shi)监管责任,依法(fa)(fa)(fa)依规予(yu)以查处。
(五)强化安全(quan)监管能力(li)建设。
1.提(ti)升(sheng)危(wei)险(xian)(xian)(xian)化(hua)学(xue)(xue)品(pin)(pin)(pin)安(an)(an)全(quan)监管(guan)(guan)(guan)队(dui)伍监管(guan)(guan)(guan)能力。根(gen)据本(ben)地区化(hua)工(gong)和(he)危(wei)险(xian)(xian)(xian)化(hua)学(xue)(xue)品(pin)(pin)(pin)企业(ye)数(shu)量(liang)、规模等(deng)情(qing)况,配齐配强满足(zu)实际需要(yao)的(de)危(wei)险(xian)(xian)(xian)化(hua)学(xue)(xue)品(pin)(pin)(pin)安(an)(an)全(quan)监管(guan)(guan)(guan)和(he)执法力量(liang),2022年底前具有化(hua)工(gong)安(an)(an)全(quan)生产相(xiang)关专业(ye)学(xue)(xue)历和(he)实践经验的(de)执法人(ren)员(yuan)(yuan)数(shu)量(liang)达(da)到在职人(ren)员(yuan)(yuan)的(de)75%以上。制(zhi)定完(wan)善危(wei)险(xian)(xian)(xian)化(hua)学(xue)(xue)品(pin)(pin)(pin)安(an)(an)全(quan)监管(guan)(guan)(guan)人(ren)员(yuan)(yuan)培训(xun)(xun)制(zhi)度,新入(ru)职人(ren)员(yuan)(yuan)培训(xun)(xun)时(shi)间不(bu)(bu)少于3个(ge)月(yue),在职人(ren)员(yuan)(yuan)每年复训(xun)(xun)时(shi)间不(bu)(bu)少于2周(zhou)。鼓励危(wei)险(xian)(xian)(xian)化(hua)学(xue)(xue)品(pin)(pin)(pin)安(an)(an)全(quan)监管(guan)(guan)(guan)和(he)执法人(ren)员(yuan)(yuan)到大型化(hua)工(gong)和(he)危(wei)险(xian)(xian)(xian)化(hua)学(xue)(xue)品(pin)(pin)(pin)企业(ye)进(jin)行岗位(wei)实训(xun)(xun)。各省和(he)有关市、县(xian)要(yao)建立聘(pin)请专家(jia)指导服务制(zhi)度,每年定期安(an)(an)排检查,持续(xu)提(ti)高危(wei)险(xian)(xian)(xian)化(hua)学(xue)(xue)品(pin)(pin)(pin)安(an)(an)全(quan)监管(guan)(guan)(guan)队(dui)伍监管(guan)(guan)(guan)能力和(he)水平(ping),提(ti)升(sheng)安(an)(an)全(quan)监管(guan)(guan)(guan)效(xiao)率(lv)效(xiao)果。
2.运用“互联网+监(jian)管(guan)(guan)”提高危(wei)(wei)险(xian)化学品(pin)安全(quan)(quan)监(jian)管(guan)(guan)水平。加快危(wei)(wei)险(xian)化学品(pin)安全(quan)(quan)监(jian)管(guan)(guan)信(xin)息共(gong)享(xiang)平台建设,推进监(jian)管(guan)(guan)数(shu)据(ju)(ju)归集共(gong)享(xiang),综合利用大数(shu)据(ju)(ju)、云计算(suan)、人工(gong)智(zhi)能等(deng)高新技术(shu),对(dui)危(wei)(wei)险(xian)化学品(pin)各(ge)环节进行全(quan)(quan)过(guo)程信(xin)息化管(guan)(guan)理和监(jian)控。2020年底前,完(wan)成危(wei)(wei)险(xian)化学品(pin)安全(quan)(quan)生(sheng)产(chan)风险(xian)监(jian)测(ce)预(yu)警(jing)系统建设投(tou)用,依托国家数(shu)据(ju)(ju)共(gong)享(xiang)交换平台开展危(wei)(wei)险(xian)化学品(pin)安全(quan)(quan)监(jian)管(guan)(guan)信(xin)息共(gong)享(xiang),建立完(wan)善(shan)安全(quan)(quan)风险(xian)监(jian)测(ce)预(yu)警(jing)系统自(zi)动预(yu)警(jing)机制和管(guan)(guan)理制度(du),初步实现安全(quan)(quan)风险(xian)分类、分析、自(zi)动预(yu)警(jing)等(deng)功能。
3.强化(hua)社(she)会化(hua)技(ji)术(shu)服(fu)(fu)务(wu)能力(li)。制定危险(xian)化(hua)学品安全技(ji)术(shu)服(fu)(fu)务(wu)机(ji)(ji)(ji)构(gou)(gou)清单化(hua)管(guan)理制度,培育引导一(yi)批有能力(li)信(xin)誉好的行业协会、技(ji)术(shu)机(ji)(ji)(ji)构(gou)(gou)、科研院(yuan)所(suo)、保(bao)险(xian)机(ji)(ji)(ji)构(gou)(gou)等社(she)会力(li)量参与安全生(sheng)产治(zhi)理,为政府(fu)监(jian)管(guan)和企业安全管(guan)理提供技(ji)术(shu)服(fu)(fu)务(wu),提升危险(xian)化(hua)学品安全生(sheng)产社(she)会治(zhi)理水平(ping)。严(yan)格第三方服(fu)(fu)务(wu)机(ji)(ji)(ji)构(gou)(gou)监(jian)管(guan),对设(she)计(ji)不合规、出具(ju)虚假安全评价报告等行为,要依法严(yan)肃(su)追究(jiu)第三方服(fu)(fu)务(wu)机(ji)(ji)(ji)构(gou)(gou)和责(ze)任(ren)人(ren)员的责(ze)任(ren),造(zao)成(cheng)严(yan)重后(hou)果的要依法移送(song)司法机(ji)(ji)(ji)关追究(jiu)刑事责(ze)任(ren)。
4.加强应(ying)(ying)急(ji)救(jiu)援能力建(jian)设(she)。合理(li)规划布局建(jian)设(she)立足化(hua)工园区、辐射(she)周边、覆(fu)盖主要贮存区域的危险化(hua)学品(pin)应(ying)(ying)急(ji)救(jiu)援基地。强化(hua)长江(jiang)干线危险化(hua)学品(pin)应(ying)(ying)急(ji)处置能力建(jian)设(she)。加强应(ying)(ying)急(ji)救(jiu)援装备(bei)配备(bei),健全应(ying)(ying)急(ji)救(jiu)援预(yu)案,开展(zhan)实训演练,指导企业提高应(ying)(ying)急(ji)处置能力。
四、消防安全整治
(一)实(shi)施打通消防生命通道(dao)工程。
1.单(dan)位和新(xin)建住宅小区(qu)按标(biao)准划(hua)线(xian)管理。各(ge)地区(qu)组织公(gong)共建筑以及新(xin)建住宅小区(qu)的管理使用单(dan)位,按标(biao)准对(dui)消防(fang)车通道(dao)逐(zhu)一划(hua)线(xian)、标(biao)名、立牌,实行标(biao)识化管理,确保消防(fang)车通道(dao)畅通。2020年底(di)前未完成的,实行政府挂牌督办整改。
2.老旧(jiu)小区(qu)实行“一(yi)区(qu)一(yi)策(ce)”治理(li)。各地(di)区(qu)结(jie)合辖区(qu)老旧(jiu)小区(qu)的建(jian)成(cheng)年代、建(jian)筑高度、周边(bian)环境、道路管(guan)网等方(fang)面情况,按照“先急(ji)后缓(huan)”原则,结(jie)合城(cheng)市更新和城(cheng)镇老旧(jiu)小区(qu)改造(zao),2020年,制定实施“一(yi)城(cheng)一(yi)策(ce)、一(yi)区(qu)一(yi)策(ce)”消(xiao)防车通道治理(li)方(fang)案,利用三(san)年时间分类(lei)分批督办整改。
3.加(jia)强(qiang)规(gui)划(hua)(hua)建(jian)设(she)提供基础(chu)保障。各地区将新建(jian)停(ting)车(che)场列入(ru)“十四(si)五(wu)”相(xiang)关(guan)规(gui)划(hua)(hua)重要(yao)工程(cheng)推(tui)(tui)动建(jian)设(she),将城(cheng)市(shi)停(ting)车(che)场建(jian)设(she)列入(ru)城(cheng)市(shi)基础(chu)设(she)施(shi)建(jian)设(she)重要(yao)内容(rong),人(ren)防工程(cheng)管理部(bu)门充分挖掘(jue)城(cheng)市(shi)人(ren)防地下(xia)空(kong)间潜力,列出三年工作计(ji)划(hua)(hua)在城(cheng)市(shi)推(tui)(tui)动新建(jian)一(yi)批公共停(ting)车(che)设(she)施(shi)。各地区按(an)照加(jia)强(qiang)城(cheng)市(shi)停(ting)车(che)设(she)施(shi)规(gui)划(hua)(hua)建(jian)设(she)的有(you)关(guan)政策(ce)文件(jian),严格(ge)落实建(jian)筑物配(pei)建(jian)停(ting)车(che)位有(you)关(guan)标准(zhun)要(yao)求。
4.优(you)化停(ting)(ting)车(che)(che)资源管(guan)理(li)使用。各地区(qu)建立完善(shan)弹性停(ting)(ting)车(che)(che)、错时(shi)开放(fang)、潮(chao)汐(xi)停(ting)(ting)车(che)(che)、共享停(ting)(ting)车(che)(che)等政(zheng)策机制,推行(xing)更加专(zhuan)业规范的停(ting)(ting)车(che)(che)管(guan)理(li)。老旧(jiu)(jiu)住(zhu)(zhu)宅(zhai)小(xiao)区(qu)周边的路侧停(ting)(ting)车(che)(che)场等公共停(ting)(ting)车(che)(che)设施,对(dui)老旧(jiu)(jiu)住(zhu)(zhu)宅(zhai)小(xiao)区(qu)居(ju)民实行(xing)优(you)惠(hui)停(ting)(ting)车(che)(che),合(he)理(li)设置门槛和限(xian)制条件要求,简化办理(li)程(cheng)序,压缩办理(li)时(shi)间(jian),降低(di)停(ting)(ting)车(che)(che)费用,形成(cheng)普惠(hui)效应。对(dui)于没有物业管(guan)理(li)的老旧(jiu)(jiu)住(zhu)(zhu)宅(zhai)小(xiao)区(qu),积极引进专(zhuan)业停(ting)(ting)车(che)(che)管(guan)理(li)公司,合(he)理(li)利用空(kong)间(jian)规划(hua)建设停(ting)(ting)车(che)(che)位,规范管(guan)理(li)居(ju)民停(ting)(ting)车(che)(che)。
5.加强综合执(zhi)法和联(lian)合管理。消防(fang)救援机构及(ji)有(you)关部(bu)门依法查处占用、堵塞、封闭消防(fang)车(che)(che)通道等违(wei)法行为过(guo)程中,需要查询机动车(che)(che)所有(you)人身份信息(xi)和联(lian)系方式的(de),公(gong)安交管部(bu)门予以积(ji)极配(pei)合、及(ji)时(shi)提供。2020年(nian),组织各有(you)关部(bu)门建立(li)联(lian)合执(zhi)法管理机制,畅通信息(xi)共(gong)享渠(qu)道。
(二(er))集(ji)中(zhong)开展四类场所消防安全(quan)治理。

2.大型商(shang)业(ye)(ye)(ye)综(zong)合(he)体(ti)(ti)消防(fang)(fang)管理(li)(li)(li)水平提升。一是严格(ge)(ge)落(luo)实大型商(shang)业(ye)(ye)(ye)综(zong)合(he)体(ti)(ti)消防(fang)(fang)安(an)全(quan)(quan)(quan)管理(li)(li)(li)规则(ze)要求(qiu)(qiu),对照标(biao)(biao)准组(zu)织开展达标(biao)(biao)创(chuang)建活动,明确各管理(li)(li)(li)部门、各类店铺、岗位员工消防(fang)(fang)安(an)全(quan)(quan)(quan)达标(biao)(biao)要求(qiu)(qiu)任(ren)务,作为绩效(xiao)考核、运(yun)营管理(li)(li)(li)考核重要指标(biao)(biao),优化落(luo)实各项消防(fang)(fang)管理(li)(li)(li)制(zhi)度(du)(du);二是大型商(shang)业(ye)(ye)(ye)综(zong)合(he)体(ti)(ti)内部以功(gong)能(neng)分(fen)类分(fen)区(qu)、以店铺为单(dan)元推行(xing)网格(ge)(ge)化消防(fang)(fang)管理(li)(li)(li)制(zhi)度(du)(du),建立责(ze)任(ren)清(qing)晰、高效(xiao)运(yun)行(xing)的消防(fang)(fang)管理(li)(li)(li)责(ze)任(ren)链(lian)条(tiao);三是大型商(shang)业(ye)(ye)(ye)综(zong)合(he)体(ti)(ti)实行(xing)消防(fang)(fang)设施、餐饮场(chang)所、重点部位每(mei)(mei)季度(du)(du)消防(fang)(fang)安(an)全(quan)(quan)(quan)检查评估制(zhi)度(du)(du),消防(fang)(fang)安(an)全(quan)(quan)(quan)责(ze)任(ren)人、管理(li)(li)(li)人要组(zu)织整改检查评估发现的问题(ti);四是大型商(shang)业(ye)(ye)(ye)综(zong)合(he)体(ti)(ti)建立全(quan)(quan)(quan)员消防(fang)(fang)培训制(zhi)度(du)(du),分(fen)区(qu)域建立应急处(chu)置快速响应机制(zhi),优化部署内部消防(fang)(fang)救援力量(liang),每(mei)(mei)半年组(zu)织消防(fang)(fang)演练。2022年,大型商(shang)业(ye)(ye)(ye)综(zong)合(he)体(ti)(ti)消防(fang)(fang)安(an)全(quan)(quan)(quan)管理(li)(li)(li)达标(biao)(biao)率实现100%。
3.地下(xia)轨(gui)(gui)道(dao)交通(tong)疏(shu)散(san)救(jiu)援(yuan)(yuan)能(neng)(neng)(neng)力(li)(li)提(ti)升(sheng)。各地区组(zu)织开展(zhan)城(cheng)市地下(xia)轨(gui)(gui)道(dao)交通(tong)安全(quan)疏(shu)散(san)及(ji)应(ying)急救(jiu)援(yuan)(yuan)能(neng)(neng)(neng)力(li)(li)大提(ti)升(sheng)专项行动,综合(he)客流(liu)高峰、建(jian)筑结构、安全(quan)出口、疏(shu)散(san)路线、通(tong)风照明条件、电气设(she)备(bei)以及(ji)周(zhou)边消(xiao)防救(jiu)援(yuan)(yuan)力(li)(li)量、装备(bei)器材等关键要(yao)素(su),组(zu)织相(xiang)关部(bu)门(men)系统评估(gu)(gu)每座地铁站安全(quan)疏(shu)散(san)及(ji)应(ying)急救(jiu)援(yuan)(yuan)能(neng)(neng)(neng)力(li)(li),制(zhi)定实施三年优化提(ti)升(sheng)计划(hua)。2020年,组(zu)织完成风险(xian)评估(gu)(gu)、计划(hua)制(zhi)定以及(ji)综合(he)演练测试工作(zuo);2021年,全(quan)面加强改进(jin)地下(xia)轨(gui)(gui)道(dao)交通(tong)安全(quan)疏(shu)散(san)及(ji)应(ying)急救(jiu)援(yuan)(yuan)能(neng)(neng)(neng)力(li)(li);2022年,建(jian)成政府统一领导、部(bu)门(men)联(lian)勤(qin)联(lian)动的地下(xia)轨(gui)(gui)道(dao)交通(tong)综合(he)应(ying)急救(jiu)援(yuan)(yuan)体系。
4.石(shi)油化(hua)(hua)工(gong)(gong)企业(ye)(ye)(ye)消(xiao)(xiao)防(fang)(fang)(fang)(fang)安(an)(an)全能力建(jian)设(she)。一是石(shi)化(hua)(hua)企业(ye)(ye)(ye)建(jian)立消(xiao)(xiao)防(fang)(fang)(fang)(fang)安(an)(an)全风险评估(gu)机制(zhi),定(ding)(ding)期(qi)开展(zhan)自查评估(gu),全面落(luo)实重(zhong)(zhong)大(da)消(xiao)(xiao)防(fang)(fang)(fang)(fang)安(an)(an)全风险管控措(cuo)施;二是石(shi)化(hua)(hua)企业(ye)(ye)(ye)要依据规范和行业(ye)(ye)(ye)标准组织更新改造(zao)老旧消(xiao)(xiao)防(fang)(fang)(fang)(fang)设(she)施器材,确保(bao)完好有效;三(san)(san)是石(shi)化(hua)(hua)企业(ye)(ye)(ye)依法建(jian)立完善企业(ye)(ye)(ye)专(zhuan)(兼)职消(xiao)(xiao)防(fang)(fang)(fang)(fang)队,根据需(xu)要建(jian)立安(an)(an)全事故工(gong)(gong)艺(yi)处置(zhi)队或工(gong)(gong)艺(yi)应(ying)急(ji)(ji)处置(zhi)机制(zhi),加强贴近实战(zhan)的(de)(de)技能训练和综合演练,优化(hua)(hua)事故工(gong)(gong)艺(yi)处置(zhi)措(cuo)施。中国(guo)石(shi)油天然气集(ji)团、中国(guo)石(shi)油化(hua)(hua)工(gong)(gong)集(ji)团、中国(guo)海洋石(shi)油集(ji)团等中央石(shi)化(hua)(hua)企业(ye)(ye)(ye)以及(ji)地(di)方石(shi)化(hua)(hua)企业(ye)(ye)(ye)制(zhi)定(ding)(ding)工(gong)(gong)作方案、投(tou)入(ru)专(zhuan)项经费、明确工(gong)(gong)作责任,利用三(san)(san)年(nian)时间,分步(bu)完成(cheng)重(zhong)(zhong)大(da)消(xiao)(xiao)防(fang)(fang)(fang)(fang)安(an)(an)全风险管控、老旧消(xiao)(xiao)防(fang)(fang)(fang)(fang)设(she)施改造(zao)、企业(ye)(ye)(ye)消(xiao)(xiao)防(fang)(fang)(fang)(fang)力量建(jian)设(she)三(san)(san)项任务(wu)。化(hua)(hua)工(gong)(gong)园(yuan)区应(ying)积极探索(suo)应(ying)急(ji)(ji)资(zi)源共(gong)享(xiang)和应(ying)急(ji)(ji)联动(dong)机制(zhi),推动(dong)消(xiao)(xiao)防(fang)(fang)(fang)(fang)资(zi)源的(de)(de)共(gong)建(jian)共(gong)享(xiang)和应(ying)急(ji)(ji)装备能力提升。
(三)整治老旧(jiu)场(chang)所及新材料新业态等突出风险(xian)。
1.抓好老(lao)旧场所(suo)(suo)突出(chu)风险治(zhi)(zhi)理(li)(li)。各地区(qu)(qu)针对老(lao)旧小(xiao)区(qu)(qu)、家庭生产加工作坊、“三(san)合(he)一”场所(suo)(suo)、城(cheng)乡结合(he)部等突出(chu)风险,结合(he)“十四五”规划(hua)编(bian)制实(shi)施(shi)、新型城(cheng)镇(zhen)化建设(she)、城(cheng)镇(zhen)老(lao)旧小(xiao)区(qu)(qu)改(gai)(gai)造(zao)(zao)、城(cheng)镇(zhen)棚户(hu)区(qu)(qu)改(gai)(gai)造(zao)(zao),分(fen)类施(shi)策、分(fen)类整治(zhi)(zhi),组织升级(ji)改(gai)(gai)造(zao)(zao)消防设(she)施(shi),推动(dong)落(luo)实(shi)基层消防安全管(guan)理(li)(li)措施(shi),有效(xiao)改(gai)(gai)善消防安全条(tiao)件。2020年起,各地区(qu)(qu)每年将老(lao)旧场所(suo)(suo)消防风险治(zhi)(zhi)理(li)(li)列入实(shi)事工程(cheng)、民生工程(cheng),每年督办整改(gai)(gai)一批老(lao)旧场所(suo)(suo)火(huo)灾(zai)隐患问题。2022年,以(yi)街道乡镇(zhen)为单位,老(lao)旧场所(suo)(suo)基本落(luo)实(shi)火(huo)灾(zai)风险差异化防控措施(shi)。
2.抓好新(xin)材(cai)料(liao)新(xin)业(ye)(ye)(ye)(ye)态突(tu)出风(feng)险治理。各行业(ye)(ye)(ye)(ye)监管(guan)部(bu)(bu)(bu)门(men)(men)及(ji)生产企业(ye)(ye)(ye)(ye)和(he)科研单(dan)位健全(quan)(quan)完(wan)善(shan)新(xin)材(cai)料(liao)、新(xin)业(ye)(ye)(ye)(ye)态的火灾风(feng)险预(yu)估预(yu)判机制(zhi),优(you)化落实本质安(an)全(quan)(quan)措(cuo)施。工(gong)业(ye)(ye)(ye)(ye)和(he)信息化部(bu)(bu)(bu)门(men)(men)组织开(kai)(kai)展(zhan)电(dian)(dian)动汽车、电(dian)(dian)动自行车强(qiang)制(zhi)性(xing)国家标准宣(xuan)贯(guan)。市场监管(guan)部(bu)(bu)(bu)门(men)(men)依(yi)法查处(chu)违法违规(gui)生产、销售电(dian)(dian)动汽车、电(dian)(dian)动自行车以及(ji)改(gai)装电(dian)(dian)池行为,建立公(gong)布曝光(guang)、联(lian)合管(guan)理机制(zhi)。各地区(qu)(qu)组织在居民住(zhu)宅区(qu)(qu)设(she)置(zhi)电(dian)(dian)动自行车集(ji)中充(chong)电(dian)(dian)、停放场所(suo),2022年,居民住(zhu)宅区(qu)(qu)全(quan)(quan)部(bu)(bu)(bu)落实电(dian)(dian)动自行车集(ji)中管(guan)理要求措(cuo)施。城乡规(gui)划主管(guan)部(bu)(bu)(bu)门(men)(men)、住(zhu)建部(bu)(bu)(bu)门(men)(men)等(deng)(deng)有(you)关部(bu)(bu)(bu)门(men)(men)对(dui)人员密集(ji)场所(suo)、施工(gong)现场违规(gui)搭建、违规(gui)采用易燃可燃材(cai)料(liao)的彩钢(gang)板(ban)房开(kai)(kai)展(zhan)专项检查,每年依(yi)法组织整改(gai)一批(pi)、拆除一批(pi)。各地区(qu)(qu)组织分析评估本地电(dian)(dian)子商务、物流业(ye)(ye)(ye)(ye)、新(xin)型商业(ye)(ye)(ye)(ye)等(deng)(deng)新(xin)业(ye)(ye)(ye)(ye)态消防安(an)全(quan)(quan)风(feng)险,强(qiang)化行业(ye)(ye)(ye)(ye)消防管(guan)理措(cuo)施,引导(dao)产业(ye)(ye)(ye)(ye)安(an)全(quan)(quan)发展(zhan),提高安(an)全(quan)(quan)设(she)防等(deng)(deng)级。
(四)打牢乡村地区火灾防控基(ji)础。
1.加大乡(xiang)(xiang)村火(huo)灾隐患整治力度。相关地区加强对乡(xiang)(xiang)镇(zhen)(zhen)工业园(yuan)、特色(se)小镇(zhen)(zhen)、小微企业等乡(xiang)(xiang)村新兴产业消(xiao)防安全(quan)评估和管理(li),集(ji)中治理(li)消(xiao)防管理(li)责(ze)任(ren)不落实、消(xiao)防设(she)施不足、消(xiao)防培训(xun)不到位等突出问题。各地区结(jie)合(he)乡(xiang)(xiang)村房改(gai)、水改(gai)、电(dian)改(gai)、灶改(gai)、路(lu)改(gai)等工作(zuo),有计划地改(gai)造防火(huo)间距不足、木结(jie)构建筑(zhu)集(ji)中连片(pian)的村庄,加快乡(xiang)(xiang)村电(dian)气线路(lu)、炉灶等用(yong)火(huo)用(yong)电(dian)安全(quan)改(gai)造升级,有效(xiao)降低火(huo)灾风险。
2.推(tui)进乡(xiang)村公共消(xiao)防(fang)基(ji)(ji)础(chu)建(jian)设(she)(she)(she)(she)。依托(tuo)乡(xiang)村振兴(xing)地(di)方(fang)规(gui)划实(shi)施,将(jiang)乡(xiang)村消(xiao)防(fang)工作纳入总体(ti)规(gui)划统筹管理(li)和系统衔接,研(yan)究完善乡(xiang)村消(xiao)防(fang)专项(xiang)规(gui)划,同(tong)步推(tui)进消(xiao)防(fang)基(ji)(ji)础(chu)设(she)(she)(she)(she)施建(jian)设(she)(she)(she)(she)和维护管理(li)。根据加强乡(xiang)村防(fang)灾(zai)减灾(zai)救(jiu)灾(zai)能(neng)力建(jian)设(she)(she)(she)(she)要求(qiu),因地(di)制宜(yi)推(tui)动建(jian)设(she)(she)(she)(she)乡(xiang)镇(zhen)专职消(xiao)防(fang)队、志愿消(xiao)防(fang)队和微(wei)型消(xiao)防(fang)站,跟进加强业务(wu)指导,推(tui)动建(jian)立定期培训(xun)演练的常(chang)态(tai)机制,提(ti)高初起火(huo)(huo)灾(zai)扑救(jiu)能(neng)力,提(ti)升乡(xiang)村抗(kang)御(yu)火(huo)(huo)灾(zai)水平。2022年,乡(xiang)村消(xiao)防(fang)安全条件明(ming)显(xian)改善。
(五)加(jia)强(qiang)重点行(xing)业消防安(an)全(quan)管(guan)理。
1.集(ji)中(zhong)整(zheng)治行(xing)业消防安全(quan)问题。教(jiao)育、民政(zheng)、文(wen)化和旅游(you)、卫(wei)生(sheng)健康、宗(zong)教(jiao)、文(wen)物等重点行(xing)业部门(men),2020年组(zu)织对(dui)学(xue)校(xiao)及幼儿(er)园(yuan)、养老(lao)服务(wu)机构(gou)、文(wen)化娱乐场(chang)所、星级宾馆饭店、商场(chang)市场(chang)、旅游(you)景区(qu)、医疗卫(wei)生(sheng)机构(gou)、宗(zong)教(jiao)活动场(chang)所、文(wen)物建筑和博物馆等行(xing)业单(dan)位集(ji)中(zhong)开展排(pai)查(cha)整(zheng)治,及时(shi)消除火(huo)灾隐(yin)患。对(dui)一时(shi)难以整(zheng)改的隐(yin)患,列出整(zheng)改计划(hua),明(ming)确整(zheng)改时(shi)限,力争在三(san)年内(nei)基本(ben)整(zheng)改完毕(bi)。消防救(jiu)援机构(gou)发(fa)挥综合监(jian)管(guan)作(zuo)用(yong),加强工作(zuo)检查(cha)协调,提供(gong)消防技术服务(wu)。
2.推(tui)行(xing)行(xing)业(ye)消防安全标(biao)准(zhun)化管(guan)理。教育、民政、文化和旅游、卫生健(jian)康、宗教、文物等(deng)重点行(xing)业(ye)部门(men),建立完善行(xing)业(ye)系统消防安全管(guan)理规(gui)定,健(jian)全与消防救(jiu)援(yuan)机构分(fen)析评估(gu)、定期会商、联合(he)执法(fa)等(deng)工作机制,推(tui)广“三自主两公开一承诺”做(zuo)法(fa),组(zu)织行(xing)业(ye)单位开展(zhan)消防安全标(biao)准(zhun)化管(guan)理。2020年,打造行(xing)业(ye)标(biao)杆示范单位;2021年,全面(mian)推(tui)广典型经验做(zuo)法(fa);2022年,有效落(luo)实(shi)行(xing)业(ye)标(biao)准(zhun)化管(guan)理。
(六)实(shi)施消防信息化(hua)管理能力(li)提升工程(cheng)。
1.推行城(cheng)市(shi)消防大(da)数据管理(li)。各地区结合电子政务、智(zhi)慧(hui)城(cheng)市(shi)建(jian)设以及城(cheng)市(shi)信(xin)息化大(da)数据系统(tong)建(jian)设,结合监(jian)督(du)管理(li)、历史火灾等内部(bu)信(xin)息,共(gong)享汇聚融合相关行业数据资源。2022年底前,分(fen)级建(jian)成(cheng)城(cheng)市(shi)消防大(da)数据库,建(jian)成(cheng)火灾监(jian)测预警预报平台,实现(xian)对火灾高风险(xian)场所(suo)、高风险(xian)区域的动态监(jian)测、风险(xian)评估、智(zhi)能分(fen)析和(he)精准(zhun)治理(li)。
2.建设(she)消(xiao)防(fang)物联网(wang)监(jian)(jian)(jian)控系统(tong)。各地区积(ji)极推广应用物联传(chuan)感、温度传(chuan)感、火灾(zai)烟雾监(jian)(jian)(jian)测、水压监(jian)(jian)(jian)测、电(dian)气(qi)火灾(zai)监(jian)(jian)(jian)控、视频监(jian)(jian)(jian)控等感知(zhi)(zhi)设(she)备(bei),加强消(xiao)防(fang)安全(quan)智(zhi)(zhi)能(neng)化(hua)、信息化(hua)预警监(jian)(jian)(jian)测,实现消(xiao)防(fang)数(shu)据(ju)物联感知(zhi)(zhi)、智(zhi)(zhi)能(neng)感知(zhi)(zhi)。2021年,地级以上城市全(quan)部建成消(xiao)防(fang)物联网(wang)监(jian)(jian)(jian)控系统(tong)。
3.加强基(ji)(ji)(ji)层(ceng)消(xiao)防管理(li)信息化(hua)(hua)共(gong)建共(gong)治(zhi)。基(ji)(ji)(ji)层(ceng)综治(zhi)、社区、网(wang)(wang)格等信息化(hua)(hua)管理(li)平台嵌入(ru)消(xiao)防安(an)全管理(li)模块,将(jiang)消(xiao)防工作有(you)机融入(ru)基(ji)(ji)(ji)层(ceng)综合(he)治(zhi)理(li)体系,整(zheng)合(he)基(ji)(ji)(ji)层(ceng)部门管理(li)服务资源,综合(he)运用社会(hui)治(zhi)理(li)“人、地、事、物”等关联数据信息,构(gou)建网(wang)(wang)络化(hua)(hua)、社会(hui)化(hua)(hua)、信息化(hua)(hua)的(de)基(ji)(ji)(ji)层(ceng)消(xiao)防管理(li)体系。2020年,消(xiao)防工作纳入(ru)基(ji)(ji)(ji)层(ceng)网(wang)(wang)格信息化(hua)(hua)管理(li)平台。
(七(qi))实施消防安全素质提升工程。

五、城市建设安全整治
(一(yi))加强对(dui)各(ge)地城(cheng)(cheng)(cheng)市(shi)(shi)(shi)规(gui)划建设(she)管理工作的(de)指导,将城(cheng)(cheng)(cheng)市(shi)(shi)(shi)安全(quan)韧性作为城(cheng)(cheng)(cheng)市(shi)(shi)(shi)体检评(ping)估的(de)重(zhong)要内容,将城(cheng)(cheng)(cheng)市(shi)(shi)(shi)安全(quan)发展落实到城(cheng)(cheng)(cheng)市(shi)(shi)(shi)规(gui)划建设(she)管理的(de)各(ge)个方面(mian)和(he)各(ge)个环节;充分(fen)运(yun)用现代(dai)科技和(he)信息化手(shou)段(duan),建立国家(jia)、省(sheng)、市(shi)(shi)(shi)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)安全(quan)平台体系(xi),推动城(cheng)(cheng)(cheng)市(shi)(shi)(shi)安全(quan)和(he)可(ke)持续(xu)发展。
1.加强对(dui)各地城(cheng)(cheng)(cheng)市规(gui)划建(jian)设管理(li)工作(zuo)(zuo)的(de)指(zhi)导,将安(an)全韧性作(zuo)(zuo)为城(cheng)(cheng)(cheng)市体(ti)(ti)检评估(gu)的(de)重要内容纳入城(cheng)(cheng)(cheng)市体(ti)(ti)检评估(gu)指(zhi)标(biao)体(ti)(ti)系,通(tong)过开展城(cheng)(cheng)(cheng)市体(ti)(ti)检工作(zuo)(zuo),提升城(cheng)(cheng)(cheng)市安(an)全韧性水(shui)平。
2.开(kai)展(zhan)城(cheng)(cheng)(cheng)市公(gong)共设施(shi)(shi)安全(quan)专(zhuan)项体检,查找城(cheng)(cheng)(cheng)市公(gong)共设施(shi)(shi)安全(quan)隐患和(he)突出短板;开(kai)展(zhan)城(cheng)(cheng)(cheng)市公(gong)共卫(wei)生(sheng)安全(quan)专(zhuan)项体检,查找城(cheng)(cheng)(cheng)市建(jian)设在(zai)(zai)应(ying)对重大传染病问题方面存在(zai)(zai)的短板和(he)不足。
3.加快建(jian)设(she)城市(shi)综(zong)合管理(li)(li)服(fu)务平台(tai),推动实现(xian)国家平台(tai)、省(sheng)级(ji)平台(tai)、市(shi)级(ji)平台(tai)互(hu)联互(hu)通、数据同步、业务协同,提升城市(shi)综(zong)合管理(li)(li)服(fu)务智能化(hua)水平,推动城市(shi)治理(li)(li)体系和治理(li)(li)能力(li)现(xian)代化(hua)。
4.推动城(cheng)市(shi)(shi)安(an)(an)全(quan)(quan)发展(zhan)(zhan)。明确安(an)(an)全(quan)(quan)发展(zhan)(zhan)目标(biao),组织(zhi)开展(zhan)(zhan)安(an)(an)全(quan)(quan)发展(zhan)(zhan)示范城(cheng)市(shi)(shi)创(chuang)建(jian)(jian)工作,从(cong)源头(tou)治(zhi)理(li)、风(feng)险防控、监(jian)督管理(li)、保障能力、应急(ji)管理(li)等(deng)方面(mian)全(quan)(quan)面(mian)加(jia)(jia)强(qiang)城(cheng)市(shi)(shi)安(an)(an)全(quan)(quan)各项工作。加(jia)(jia)强(qiang)城(cheng)市(shi)(shi)安(an)(an)全(quan)(quan)环境建(jian)(jian)设,扩展(zhan)(zhan)避(bi)难疏散空间,加(jia)(jia)强(qiang)城(cheng)市(shi)(shi)防灾工程(cheng)建(jian)(jian)设,落实城(cheng)市(shi)(shi)各项安(an)(an)全(quan)(quan)要素(su)。做好防灾避(bi)难场所等(deng)技(ji)术标(biao)准编制工作。充分(fen)运(yun)用现(xian)代科技(ji)和(he)信(xin)息化手段,建(jian)(jian)立国(guo)家(jia)、省(sheng)、市(shi)(shi)城(cheng)市(shi)(shi)安(an)(an)全(quan)(quan)平台体系,确保城(cheng)市(shi)(shi)安(an)(an)全(quan)(quan)发展(zhan)(zhan)和(he)可持续发展(zhan)(zhan)。
(二)指导(dao)地方全面排(pai)查利用(yong)原有建筑物改建改用(yong)为(wei)酒店、饭店、学校、体育馆等人(ren)员聚集场所(suo)安全隐(yin)患(huan),依法查处违法建设、违规改变建筑主体结构或使(shi)用(yong)功能等造(zao)成安全隐(yin)患(huan)行(xing)为(wei),督导(dao)各地整治安全隐(yin)患(huan)。
1.全面(mian)排查(cha)安全隐(yin)(yin)患。全面(mian)排查(cha)将原有建筑(zhu)物(wu)改建改用(yong)为酒店、饭(fan)店、学校、体育馆等人员聚(ju)集场所的(de)安全隐(yin)(yin)患,逐一(yi)建档造册、逐一(yi)将排查(cha)结果纳入房屋结构(gou)安全信(xin)息化管(guan)理平台,实行台账管(guan)理。
2.依法(fa)(fa)查(cha)处(chu)(chu)违法(fa)(fa)违规行为(wei)。聚焦“四无(wu)”建(jian)(jian)设(she)(无(wu)正式(shi)审批、无(wu)资(zi)质设(she)计、无(wu)资(zi)质施工、无(wu)竣工验(yan)收)、擅(shan)自(zi)改(gai)变使用功能的(de)建(jian)(jian)筑(含(han)快捷酒店等)、擅(shan)自(zi)改(gai)变房(fang)屋结(jie)构和布(bu)局的(de)建(jian)(jian)筑(含(han)群(qun)租(zu)房(fang)等)、违法(fa)(fa)改(gai)扩建(jian)(jian)的(de)建(jian)(jian)筑以及(ji)擅(shan)自(zi)对地下空(kong)间进行开挖(wa)的(de)建(jian)(jian)设(she)行为(wei)等,依法(fa)(fa)严肃查(cha)处(chu)(chu)。
3.督促各地住(zhu)(zhu)(zhu)房(fang)(fang)(fang)(fang)(fang)和城乡建设部门会同有(you)关(guan)部门制定闲置商业办公用房(fang)(fang)(fang)(fang)(fang)、工业厂房(fang)(fang)(fang)(fang)(fang)等非住(zhu)(zhu)(zhu)宅(zhai)依法(fa)依规改造为租赁住(zhu)(zhu)(zhu)房(fang)(fang)(fang)(fang)(fang)的(de)政(zheng)策。改造房(fang)(fang)(fang)(fang)(fang)屋用于(yu)租赁住(zhu)(zhu)(zhu)房(fang)(fang)(fang)(fang)(fang)的(de),以及(ji)既有(you)建筑(zhu)物加装电梯的(de)井道(dao)、地基等结构,应当符合建筑(zhu)、消防等方面的(de)要求。
4.落(luo)实安(an)全(quan)隐患整(zheng)(zheng)改(gai)责任。整(zheng)(zheng)改(gai)整(zheng)(zheng)治实施清单(dan)化管理,确保责任明晰(xi)、措施落(luo)地、闭环管理、整(zheng)(zheng)改(gai)到(dao)位。加(jia)强(qiang)部门协同落(luo)实、联合执(zhi)法,整(zheng)(zheng)改(gai)整(zheng)(zheng)治全(quan)覆(fu)盖(gai)、穿透式。
(三)根(gen)据城市(shi)建设安全出现(xian)的(de)新(xin)情况(kuang),明(ming)确(que)建筑物所(suo)有权(quan)人(ren)、参建各方的(de)主体责任以及相关部门(men)的(de)监管责任。
1.落实建筑物所(suo)有(you)权人(ren)(ren)主(zhu)体(ti)责任。建筑物所(suo)有(you)权人(ren)(ren)应承担房(fang)(fang)屋使用(yong)(yong)安(an)全主(zhu)体(ti)责任。房(fang)(fang)屋所(suo)有(you)权人(ren)(ren)和(he)(he)使用(yong)(yong)人(ren)(ren)应按设计用(yong)(yong)途使用(yong)(yong)房(fang)(fang)屋,严禁(jin)擅自变动房(fang)(fang)屋建筑主(zhu)体(ti)和(he)(he)承重结构。指导各(ge)地督促(cu)物业服(fu)(fu)务(wu)企业按照物业服(fu)(fu)务(wu)合同约(yue)定,加强对物业管(guan)理区域房(fang)(fang)屋共(gong)用(yong)(yong)部位和(he)(he)共(gong)用(yong)(yong)设施(shi)设备的维(wei)修、养(yang)护、管(guan)理,协(xie)助有(you)关部门做好物业管(guan)理区域内的安(an)全防范工作。
2.落实参建各方(fang)的主(zhu)体责任。突出(chu)建设(she)单(dan)位首要责任,建设(she)单(dan)位应(ying)加强对工程(cheng)建设(she)全(quan)(quan)(quan)过程(cheng)质(zhi)(zhi)量安全(quan)(quan)(quan)管理(li)(li),加强对参建各方(fang)的履(lv)约管理(li)(li),严(yan)格履(lv)行(xing)法(fa)定程(cheng)序,不得违法(fa)违规(gui)发包(bao)工程(cheng),保证(zheng)合(he)理(li)(li)工期(qi)和造价。施工单(dan)位应(ying)完善(shan)质(zhi)(zhi)量安全(quan)(quan)(quan)管理(li)(li)体系,推行(xing)工程(cheng)质(zhi)(zhi)量安全(quan)(quan)(quan)手册制度(du)。勘察、设(she)计、监理(li)(li)等(deng)单(dan)位依法(fa)履(lv)行(xing)相应(ying)责任。
3.落实监(jian)(jian)(jian)管(guan)部门(men)责任。强化政府对工程(cheng)建(jian)设全过程(cheng)的质量监(jian)(jian)(jian)管(guan),探(tan)索(suo)工程(cheng)监(jian)(jian)(jian)理企业参(can)与监(jian)(jian)(jian)管(guan)模式,健全省、市(shi)、县监(jian)(jian)(jian)管(guan)体(ti)系。不断推(tui)行“双随机、一公开”和“互联网(wang)+监(jian)(jian)(jian)管(guan)”模式,加强工程(cheng)质量监(jian)(jian)(jian)督队伍(wu)建(jian)设,监(jian)(jian)(jian)督机构履行职能(neng)所需经费(fei)列入同级(ji)政府预算。
(四)开(kai)展摸底调查,研究制定(ding)加强(qiang)城(cheng)市(shi)地下(xia)空间利用和(he)市(shi)政(zheng)基础(chu)(chu)设(she)施(shi)安全(quan)管(guan)理指导意(yi)见(jian),推动各地开(kai)展城(cheng)市(shi)地下(xia)基础(chu)(chu)设(she)施(shi)信息及(ji)监测预警管(guan)理平台建设(she)。
1.加(jia)强城市(shi)(shi)地下(xia)(xia)(xia)基(ji)(ji)础设(she)施安(an)全管(guan)理(li)。指(zhi)(zhi)导各地开展地下(xia)(xia)(xia)基(ji)(ji)础设(she)施的(de)摸底(di)调(diao)查,理(li)清基(ji)(ji)础情况(kuang),研究制定加(jia)强城市(shi)(shi)地下(xia)(xia)(xia)空间利用和(he)市(shi)(shi)政基(ji)(ji)础设(she)施安(an)全管(guan)理(li)指(zhi)(zhi)导意见,落实部门、地方、企业管(guan)理(li)责任,排查整(zheng)治安(an)全隐患,建立(li)信息管(guan)理(li)平台(tai),完善(shan)城市(shi)(shi)地下(xia)(xia)(xia)基(ji)(ji)础设(she)施安(an)全综(zong)合治理(li)的(de)长效机制。
2.推动(dong)各(ge)地(di)(di)(di)开展(zhan)城(cheng)市(shi)地(di)(di)(di)下(xia)基(ji)础(chu)设(she)施信(xin)息(xi)及监测预警管理平台(tai)建(jian)设(she)。实现城(cheng)市(shi)地(di)(di)(di)下(xia)基(ji)础(chu)设(she)施信(xin)息(xi)的即时(shi)录入、动(dong)态(tai)更新、共建(jian)共享、实时(shi)监控(kong),并和(he)城(cheng)市(shi)信(xin)息(xi)模型基(ji)础(chu)平台(tai)对接,满足城(cheng)市(shi)道路塌陷事(shi)故隐患治理等安全管理工(gong)作需要。
(五)完(wan)善燃气(qi)工(gong)程技术(shu)标准,健全燃气(qi)行业(ye)管理和事故防范长效机(ji)制。指(zhi)导各地(di)建立渣土(tu)受纳(na)场常(chang)态监测机(ji)制、推动市政(zheng)排(pai)水管网地(di)理信(xin)息系统建设。
1.制定《燃气(qi)工(gong)程项目(mu)规范》,完善燃气(qi)设施标准。
2.督促指导各地(di)落(luo)实(shi)《城镇污水处理提质(zhi)增效(xiao)三年(nian)行动(dong)计划》,推进市政排水管网地(di)理信息化(hua)系统建(jian)设。
3.总(zong)结(jie)推广建筑垃圾治理试点城市做法(fa)经验,指导各地建立健全(quan)渣土受(shou)纳场常态(tai)监(jian)测机制,消(xiao)除(chu)堆(dui)体安全(quan)隐患。
4.指(zhi)(zhi)导(dao)(dao)各地加强(qiang)城(cheng)(cheng)市市政公用(yong)设(she)施建(jian)(jian)设(she)、安全和(he)应(ying)急管理(li),加强(qiang)城(cheng)(cheng)市供水、热力、市政设(she)施、园林绿化、市容(rong)环境治(zhi)理(li)等监督管理(li)。指(zhi)(zhi)导(dao)(dao)建(jian)(jian)设(she)工程消防设(she)计(ji)审查(cha)验收工作。指(zhi)(zhi)导(dao)(dao)农(nong)村住房建(jian)(jian)设(she)、农(nong)村住房安全和(he)危房改造。
(六)督促企业落实主体责任,指导各地开展(zhan)起重(zhong)机械(xie)、高支模、深(shen)基坑、城(cheng)市轨道(dao)交(jiao)通工程专(zhuan)项治理,依法打击(ji)建筑市场违规行为,推(tui)进(jin)建筑施工安全生产许可证制(zhi)度改革(ge)。
1.严(yan)(yan)肃查处(chu)施工(gong)(gong)(gong)安全事故(gu)(gu)。认(ren)真执行《住(zhu)房和(he)城乡建(jian)设(she)部应急管(guan)理部关(guan)于加强(qiang)建(jian)筑施工(gong)(gong)(gong)安全事故(gu)(gu)责任企业(ye)人员(yuan)处(chu)罚的意见》,强(qiang)化事故(gu)(gu)责任追究(jiu),做好事故(gu)(gu)调查分析。完善(shan)事故(gu)(gu)查处(chu)机制,严(yan)(yan)格落实(shi)事故(gu)(gu)查处(chu)督办(ban)和(he)工(gong)(gong)(gong)作约谈制度。
2.狠抓重(zhong)点(dian)领域风险(xian)防控。严格执行(xing)《危险(xian)性(xing)较(jiao)大的分(fen)部分(fen)项工程安全管(guan)(guan)理规定》,开(kai)展(zhan)房屋建(jian)筑和市(shi)政基础设施(shi)工程起重(zhong)机械、高支模、深基坑、城市(shi)轨道交(jiao)通工程专项治理,着力(li)消(xiao)除(chu)重(zhong)大事故隐患。严厉打击建(jian)筑施(shi)工非法违法行(xing)为(wei),加强市(shi)场现(xian)场监管(guan)(guan)执法协同联(lian)动。
3.提(ti)升施(shi)(shi)工(gong)(gong)(gong)安(an)全(quan)(quan)(quan)治理能(neng)力。加(jia)强建设单位安(an)全(quan)(quan)(quan)生(sheng)产(chan)主体(ti)责任(ren)落实(shi),推进(jin)建筑施(shi)(shi)工(gong)(gong)(gong)企业安(an)全(quan)(quan)(quan)生(sheng)产(chan)许可制度改革,研究完善建筑起(qi)重机(ji)械安(an)全(quan)(quan)(quan)管(guan)理制度,推动工(gong)(gong)(gong)程质量(liang)安(an)全(quan)(quan)(quan)手(shou)册制度实(shi)施(shi)(shi)。稳步推进(jin)全(quan)(quan)(quan)国建筑施(shi)(shi)工(gong)(gong)(gong)安(an)全(quan)(quan)(quan)监管(guan)信息系统部署(shu)应(ying)用(yong),完善监管(guan)体(ti)制机(ji)制,建立健全(quan)(quan)(quan)建筑施(shi)(shi)工(gong)(gong)(gong)安(an)全(quan)(quan)(quan)诚信体(ti)系。
4.严厉打击建筑市场违法违规行为。指导各地持续规范市场秩序,大力打击施工转包、违法分包等行为。对违反规定造成工程质量安全事故的,依法给予停业整顿、降低资(zi)质、暂停执业等处罚,对存在(zai)严(yan)重失信行为的市场(chang)主体加大曝光力(li)度。
六、危险废(fei)物等安全整治
(一)全面(mian)开(kai)展(zhan)危险废物排查。
一是全面开展(zhan)危(wei)险(xian)(xian)(xian)废物排查,督促(cu)相关单(dan)位建立规范化的危(wei)险(xian)(xian)(xian)废物清单(dan)台账(zhang),严格(ge)按照(zhao)(zhao)危(wei)险(xian)(xian)(xian)废物特性分类分区贮(zhu)(zhu)存,在(zai)收集、贮(zhu)(zhu)存、运输、处置危(wei)险(xian)(xian)(xian)废物的设施、场(chang)所设置危(wei)险(xian)(xian)(xian)废物识别标志;对属(shu)性不明的固体废物,按照(zhao)(zhao)《固体废物鉴别标准通则(ze)》(GB34330-2017)系(xi)列标准进(jin)行鉴别,并根据(ju)鉴别结果,严(yan)格(ge)落实贮(zhu)存(cun)安全(quan)防范措(cuo)施。危(wei)(wei)(wei)险(xian)(xian)(xian)废(fei)物(wu)(wu)在(zai)运输(shu)环节(jie),按照危(wei)(wei)(wei)险(xian)(xian)(xian)货物(wu)(wu)管理的(de)(de)有关法规标准执(zhi)行。二是产(chan)生危(wei)(wei)(wei)险(xian)(xian)(xian)废(fei)物(wu)(wu)的(de)(de)单(dan)(dan)位(wei)(wei),严(yan)格(ge)按照国家法律(lv)法规的(de)(de)规定,制定危(wei)(wei)(wei)险(xian)(xian)(xian)废(fei)物(wu)(wu)管理计划(hua),并向(xiang)所在(zai)地县级(ji)以(yi)上环境保护主管部门申报危(wei)(wei)(wei)险(xian)(xian)(xian)废(fei)物(wu)(wu)的(de)(de)种类、产(chan)生量(liang)、流向(xiang)、危(wei)(wei)(wei)险(xian)(xian)(xian)等级(ji)、贮(zhu)存(cun)设(she)施、自行利用(yong)处(chu)(chu)置(zhi)设(she)施或(huo)委托外单(dan)(dan)位(wei)(wei)利用(yong)处(chu)(chu)置(zhi)方式等有关资料和(he)信息;危(wei)(wei)(wei)险(xian)(xian)(xian)废(fei)物(wu)(wu)贮(zhu)存(cun)不得超(chao)过一年,严(yan)禁将危(wei)(wei)(wei)险(xian)(xian)(xian)废(fei)物(wu)(wu)混(hun)入非危(wei)(wei)(wei)险(xian)(xian)(xian)废(fei)物(wu)(wu)中贮(zhu)存(cun)。三是各地重点(dian)对辖区内化(hua)(hua)工园区、化(hua)(hua)工和(he)危(wei)(wei)(wei)险(xian)(xian)(xian)化(hua)(hua)学品单(dan)(dan)位(wei)(wei)及(ji)危(wei)(wei)(wei)险(xian)(xian)(xian)废(fei)物(wu)(wu)处(chu)(chu)置(zhi)单(dan)(dan)位(wei)(wei)进(jin)行监督检查(cha),对照企业申报材料,检查(cha)危(wei)(wei)(wei)险(xian)(xian)(xian)废(fei)物(wu)(wu)产(chan)生、贮(zhu)存(cun)、转移(yi)、利用(yong)、处(chu)(chu)置(zhi)情况,严(yan)厉打(da)击违规堆存(cun)、随意倾倒、私(si)自填埋危(wei)(wei)(wei)险(xian)(xian)(xian)废(fei)物(wu)(wu)等问题,确保危(wei)(wei)(wei)险(xian)(xian)(xian)废(fei)物(wu)(wu)的(de)(de)贮(zhu)存(cun)、运输(shu)、处(chu)(chu)置(zhi)安全(quan)。
(二(er))完善(shan)危险废物管理机制。
一是督促(cu)相(xiang)关单位严格落实(shi)(shi)危(wei)险废(fei)物(wu)申(shen)报登(deng)记制(zhi)(zhi)度,严厉打击不如实(shi)(shi)申(shen)报危(wei)险废(fei)物(wu)行为(wei)或将危(wei)险废(fei)物(wu)隐瞒为(wei)原料、中间产(chan)(chan)品的(de)行为(wei);在依法(fa)严肃查处的(de)同时,纳入信用管(guan)理(li),实(shi)(shi)施联合惩戒,切(qie)实(shi)(shi)落实(shi)(shi)企业主体责任。二(er)是建立完善(shan)危(wei)险废(fei)物(wu)由(you)产(chan)(chan)生到处置各环节转(zhuan)移(yi)联单制(zhi)(zhi)度,督促(cu)危(wei)险废(fei)物(wu)产(chan)(chan)生、运输、接收单位严格落实(shi)(shi)安全管(guan)理(li)规(gui)(gui)定;利(li)用信息(xi)化手(shou)段,控(kong)制(zhi)(zhi)危(wei)险废(fei)物(wu)流(liu)向,加(jia)强对(dui)危(wei)险废(fei)物(wu)的(de)动(dong)态(tai)监(jian)管(guan)。三是建立部(bu)门(men)联动(dong)、区域协作(zuo)、重大案件会商督办制(zhi)(zhi)度,形成覆(fu)盖危(wei)险废(fei)物(wu)产(chan)(chan)生、收集、贮存、转(zhuan)移(yi)、运输、利(li)用、处置等全过程的(de)监(jian)管(guan)体系。修订(ding)完善(shan)《危(wei)险废(fei)物(wu)贮存污(wu)染(ran)控(kong)制(zhi)(zhi)标准(zhun)》,进一步明(ming)确(que)安全技(ji)术要求(qiu),推(tui)动(dong)企业落实(shi)(shi)相(xiang)关法(fa)律法(fa)规(gui)(gui)和标准(zhun)规(gui)(gui)范。
(三)加快危险废物(wu)处置(zhi)能力建设。
各地(di)根据地(di)区危(wei)险(xian)废(fei)(fei)物产(chan)生的(de)类别、数量,合理规划布(bu)点处置(zhi)企业(ye)或企业(ye)自行利用处置(zhi)等(deng)多种(zhong)方式,加快(kuai)(kuai)区域危(wei)险(xian)废(fei)(fei)物处置(zhi)能力(li)建设(she),消(xiao)除(chu)处置(zhi)能力(li)瓶颈,严(yan)防因处置(zhi)不及时造成的(de)安全风(feng)险(xian)。加快(kuai)(kuai)高危(wei)险(xian)等(deng)级(ji)危(wei)险(xian)废(fei)(fei)物综(zong)合处置(zhi)技术装备研发(fa)。
(四)开展重点环(huan)保设施(shi)和项目安全风险评估论证。
一是各地(di)针对近年来的事故(gu)情况,组织(zhi)开展(zhan)企业(ye)(ye)重点环(huan)保设(she)施(shi)和项目(mu)的全(quan)面摸(mo)排,建立台账。二是督(du)促企业(ye)(ye)自行或委托(tuo)第(di)三方开展(zhan)安全(quan)评(ping)估,根据评(ping)估结(jie)果(guo),形成问题清单,制定(ding)防范(fan)(fan)措施(shi)并组织(zhi)实施(shi)。三是组织(zhi)开展(zhan)对评(ping)估和治(zhi)理结(jie)果(guo)的监督(du)检查(cha),对不落(luo)实相关评(ping)估要求和防范(fan)(fan)措施(shi)的,严肃依(yi)法查(cha)处。
(五(wu))开(kai)展“煤改气”、洁净型煤燃用过程中安全风险排查治理。
合理确定“煤改气”工程燃(ran)气管(guan)道走(zou)向(xiang)、敷设方式和燃(ran)气设备设施的(de)(de)布(bu)局,加(jia)强施工安(an)(an)全(quan)管(guan)理,明确相关主(zhu)管(guan)部(bu)门、属(shu)地政府、燃(ran)气供应企(qi)业、燃(ran)气施工企(qi)业、用户的(de)(de)安(an)(an)全(quan)管(guan)理职责,加(jia)大入户检查指(zhi)导的(de)(de)频次。构建洁(jie)净型(xing)煤推(tui)广使(shi)用过程的(de)(de)安(an)(an)全(quan)风险防(fang)控机制,指(zhi)导地方有(you)关部(bu)门进村(cun)入户排查洁(jie)净型(xing)煤炉(lu)具(ju)密封(feng)不严、积(ji)灰堵(du)塞、排气不畅、私自加(jia)盖密封(feng)盖等(deng)问题隐患(huan),积(ji)极推(tui)广使(shi)用一氧化碳浓(nong)度(du)报警(jing)等(deng)安(an)(an)全(quan)装置。加(jia)大安(an)(an)全(quan)宣(xuan)传(chuan)教(jiao)育培(pei)训力(li)度(du),切实提高安(an)(an)全(quan)意识,严防(fang)中毒等(deng)事故(gu)发生。
(六)开展(zhan)渣(zha)土和垃圾填埋、污(wu)水处理过(guo)程中(zhong)安全风险排(pai)查治(zhi)理。
整治城(cheng)市生活(huo)垃圾处理场安(an)(an)全隐(yin)患(huan)(huan),建立城(cheng)市建筑(zhu)垃圾消(xiao)纳场常(chang)态监测机制,对垃圾堆体稳定性、可能存在(zai)的风险(xian)和应急(ji)预案可靠性等(deng)进行评估(gu),取(qu)缔非法渣(zha)土场。指导地方(fang)有关部(bu)门(men)对轻(qing)工、纺织(zhi)行业企业污(wu)水罐(guan)等(deng)环(huan)(huan)保(bao)设(she)施开展(zhan)安(an)(an)全隐(yin)患(huan)(huan)排查(cha),摸清污(wu)水处理等(deng)环(huan)(huan)保(bao)设(she)施安(an)(an)全现状,重(zhong)点排查(cha)污(wu)水罐(guan)等(deng)环(huan)(huan)保(bao)设(she)施的规划(hua)、选址、设(she)计(ji)、建造(zao)、使用(yong)、报废等(deng)各环(huan)(huan)节存在(zai)的重(zhong)大(da)安(an)(an)全隐(yin)患(huan)(huan),评估(gu)污(wu)水罐(guan)坍塌等(deng)安(an)(an)全风险(xian)及影(ying)响(xiang)范围。
(七)加强粉尘企业安全(quan)风险(xian)管控。
切实吸取近年来粉(fen)尘(chen)(chen)爆炸事故教(jiao)训,加(jia)强(qiang)粉(fen)尘(chen)(chen)涉爆企(qi)(qi)业除(chu)尘(chen)(chen)环(huan)保(bao)项目源(yuan)头(tou)把关,严格安(an)全(quan)评估和审核验收,确保(bao)粉(fen)尘(chen)(chen)收集、输送、贮存等环(huan)节的环(huan)保(bao)设施设备符合粉(fen)尘(chen)(chen)防爆安(an)全(quan)标准要求。进(jin)一步排(pai)(pai)查涉爆粉(fen)尘(chen)(chen)企(qi)(qi)业底数和安(an)全(quan)状(zhuang)况,督(du)促(cu)企(qi)(qi)业强(qiang)化(hua)安(an)全(quan)风险管控和隐患排(pai)(pai)查治理,以粉(fen)尘(chen)(chen)作业场所10人及(ji)以(yi)上企业为重点,聚(ju)焦除尘(chen)(chen)系统防爆、防范(fan)点燃(ran)源(yuan)措施、粉(fen)尘(chen)(chen)清(qing)(qing)理(li)处置等重点环节,开展有针对(dui)性(xing)的(de)专(zhuan)项执法,严厉打击违法违规行为,坚决遏(e)制粉(fen)尘(chen)(chen)爆炸重特(te)大事故发(fa)生(sheng)。按照“摸清(qing)(qing)底数、突出(chu)重点、淘(tao)汰落后、综(zong)合治(zhi)(zhi)理(li)”的(de)原则(ze),深入开展尘(chen)(chen)肺病易发(fa)高发(fa)行业领域的(de)粉(fen)尘(chen)(chen)危害(hai)专(zhuan)项治(zhi)(zhi)理(li)工作,督促用(yong)人单(dan)位落实(shi)粉(fen)尘(chen)(chen)防控主体责任,确保(bao)实(shi)现治(zhi)(zhi)理(li)目标。
